Some interesting (and required) readings on traffic engineering
Christmas breaks allow me to catch up on a lot of reading. The previous months comprising our university’s semester were spent preparing for lectures though I had to do some readings related to researches I am involved in. Browsing the net and social media, I came across 2 articles shared by an acquaintance. He is a very progressive planner who has extensively studied and written about the most relevant issues in urban planning, focusing on transport. A third article I found while reading one of the two. These were very interesting for me in part because they are thought provoking in as far as traffic engineering is concerned.

The author seems to call out traffic engineers in general but these articles should also be contextualized properly. The situations mentioned in the articles are to be found in cities in the United States and may not be applicable in other cities in other countries. Traffic engineers in Europe, for example, have been working on exactly the solutions being mentioned in the articles that would make streets inclusive and safe especially for pedestrians and cyclists. The same with Asian cities like Singapore and Tokyo.
In the Philippines, however, there is so much that we can learn from the articles. The mere mention of the design guidelines being used in the US betrays the flaws of highway and traffic engineering in the Philippines. The Philippines’ highway planning manual and other guidelines used by the Department of Public Works and Highways (DPWH) are heavily drawn from US references. Most highway and traffic engineers in the country are educated using curricula that use US textbooks and references. There are even civil engineering programs that use licensure exam review materials as their references! These exam materials are also known to be based on DPWH guidelines and manuals aside from problems “outsourced” or patterned after the Professional Engineer (PE) exams in the US. Few schools have progressive curricula that look to best practices that take into account the complexities of roads especially in the urban setting. Such ‘copying’ of American standards and practices in many cases do not consider Philippine (local) conditions and blind applications to our roads instead of proper adaptation often have lead to unsafe and inequitable roads.

Undergraduate research topics on transportation for Academic Year 2015-2016
Our students at the University of the Philippines Diliman are currently making their final presentations for the research topic proposals to be implemented in the next second semester (January to May 2016). The first semester (August to December 2015) focused on research topic formulation including problem identification and formulation, review of related literature, and development of methodologies for data collection and analysis. Again, note that there are many topics here that have as a study area the UP Diliman campus. These are part of the studies the Institute of Civil Engineering and the National Center for Transportation Studies are conducting to address transportation issues in the campus, which is an open campus with public roads.
Working with big data on transportation
There have been a few initiatives working on big data from government agencies whose responsibilities are primarily on transportation. Among them are past projects implemented by the University of the Philippines Diliman (UPD) and current projects being implemented by UPD, Ateneo de Manila University (ADMU) and De La Salle University (DLSU) with support from the Department of Science and Technology (DOST). While these projects are more oriented towards some specific objectives often linked to research & development (mandates of DOST and these academic institutions), there are still a lot of data out there that needs to be digitized, processed and analyzed. UPD has done this to some extent through its National Center for Transportation Studies (NCTS), which had been a repository for data and reports from DOTC and DPWH. However, the center does not have a funded program to undertake that repository or archival function it is expected to do. Despite much lip service from DOTC, DPWH and NEDA, no support has been extend by these agencies in the past many years.
I recently came upon this excellent work from a private firm specializing in data science. Here’s a link to one of their recent ‘stories’ showing us relevant statistics on road safety in Metro Manila:

Their website says the data set the stats and graphs are based from are from the Metropolitan Manila Development Authority (MMDA), which maintains the Metro Manila Accident Reporting and Analysis System (MMARAS). This is good work and something road safety experts can use to be able to come up with programs and projects to improve safety in Metro Manila. I hope they could also get a hand of the DPWH’s Traffic Accident Reporting and Analysis System (TARAS) data that covers national roads. Unfortunately, the DPWH has stopped encoding TARAS data recently (the PNP still collects data though) so I am not sure how recent their data set is.
We need more of such work on a lot of data our agencies are producing including data from the Land Transportation Office (LTO) and the Land Transportation Franchising and Regulatory Board (LTFRB). Such information could be used to understand our transport systems including determining how to optimise supply and demand when combined with other data sets such as geographical information systems (GIS) and socio-economic data from the census.

Local papers presented at the EASTS 2015 conference – Xavier University
I almost forgot to post this article showing the technical papers coming out of Xavier University. Following is the list of papers from Xavier University. Xavier University is basically Ateneo de Cagayan De Oro and is a leading institution in Northern Mindanao in the southern part of the Philippines.

Many of the papers are on local problems and very specific to certain streets or areas in Cagayan de Oro City with the exception of the first one in the list, which is on a comparative study of transport in the Philippines and in Europe. Transportation research in Xavier University basically is conducted through its Civil Engineering Department via Dr Anabele Abuzo who obtained her MSCE degree from the University of the Philippines Diliman and her doctorate from the Tokyo Institute of Technology.

Local papers presented at the EASTS 2015 conference – Mapua Institute of Technology
Mapua Institute of Technology (MIT) has a relatively young program under its School of Civil Engineering. This is led by their Dean, Dr Francis Aldrine Uy, who is also active with the Philippine Institute of Civil Engineers (PICE). Mapua has been aggressive the recent years in presenting and publishing papers in transportation engineering and planning. Following are the papers from the MIT:

My only comment about certain papers in the list is that many do not seem to be research papers and definitely more on the practice (i.e., design) side than the academic. I can say this based on the presentations made that I was able to attend as well as the papers themselves in the proceedings of the conference that I was able to browse. Still, Mapua has very good potential to come up with good papers from the prolific Dr Uy and his young faculty members led by Engr. Riches Bacero.
The current President of Mapua, Dr Reynaldo Vea, is also the current President of the Transportation Science Society of the Philippines (TSSP). Dr Vea was formerly Dean of UP Diliman’s College of Engineering and Officer-in-charge of UP’s National Center for Transportation Studies (NCTS). His specialty is on maritime transport as he has a degree in naval architecture.

De La Salle University (DLSU) has a strong program in transportation engineering and planning. This program is under its Department of Civil Engineering and led by Dr Alexis Fillone. Following is a list of papers from DLSU:

I thought DLSU could have published more papers in this conference. I was actually surprised that all the papers are practically attributed to Dr Fillone considering his co-authors are mostly his students. But then there are only 2 to 3 faculty members who are doing transport research in DLSU and Dr Fillone is the most involved and prolific among them in terms of published research outputs.

There were a lot of technical papers from Philippine universities that were presented in the recently concluded 11th International Conference of the Eastern Asia Society for Transportation Studies (EASTS 2015). Not included in the list are papers coming out of International Research Groups (IRG) as well as those where involvement by UP faculty were incidental to projects. Many of these papers will soon be posted on the official site of the International Scientific Committee of EASTS as part of either Proceedings or Journal of EASTS. Some may be nominated for the Asian Transport Journal (ATS), which is also published by EASTS.
Transportation research in UP Diliman is the most developed among schools doing research on these topics in the country. Papers came from a variety of disciplines and academic units including Civil Engineering, Mechanical Engineering, Urban Planning, Geography and History. These mostly were and are undertaken through the National Center for Transportation Studies (NCTS), which is with UP Diliman.

Opinions on traffic – skeptical or objective?
There have been a lot of critics of the current administration for what is perceived as sins of omission in as far as major transport projects are concerned. There are those from the media including some columnists who have written scathing articles about the Department of Transportation and Communications (DOTC) and particularly agency officials who are perceived to be underachieving (to use a more diplomatic term). There are those from the general public who have written about their experiences (e.g., difficulties in commuting, traffic congestion, poor quality of public transport, etc.) and have been able to publish this in popular media. Then there are also netizens who seem to only find fault in everything about transport whether these are posts on solutions or simply observations or honest opinions.
A lot of people offer their take on solutions for transport and traffic problems in Metro Manila. You find these everywhere and especially on social media. Social media is a terrific platform for broadcasting your opinion to your friends and likely to the general public if your posts or tweets become popular and get shared by others. These opinions and assessments may be based on actual experiences (“may pinaghuhugutan” in today’s popular parlance). There are also all kinds of experts including some who have their own agenda or have vested interests. These include former officials of government who criticize the current regime and yet did little during their stints in government. Many overlook (or choose to do so) the importance to provide solutions or recommendations whenever one criticizes. Without such recommendations, the statements are basically rants or whining.
The academe’s role is to provide objective assessments of policies, programs, projects including their planning, design, implementation and even operations and maintenance. Granted that there have been many studies conducted at universities and other research institutions, many of these remain in the shelves of their libraries and offices. It is important for the academe to be active in engaging government agencies in seeking out solutions for transport and traffic problems. Local universities should engage the local governments in their areas for cooperative work. The assumption here is that they are in the best positions to help solve problems in their localities as they are most familiar with the causes of these problems. National agencies like the DOTC and DPWH should support this kind of cooperation at the local level by extending resources to make this work. This follows the model that they have in the US where federal and state government agencies support researches conducted by transport centers of excellence based in leading universities across the country.

Some thoughts on the EDSA MRT 3 problem
A lot of people reacted when the current Philippine President practically absolved the Department of Transportation and Communications (DOTC) from any fault regarding the issues on the EDSA MRT Line 3 during his recent State of the Nation Address (SONA). The main message in some articles appearing on mainstream and social media is that the President should blame DOTC for the mess. I have the opinion that both DOTC and the private entities involved (MRT Corporation, MRT Holdings) are responsible for the problem and its being continuously unresolved.
A week ago, I got the following question in my email:
Who is it that we could blame for the current state of the rail system? What do you suggest that the government or the private partner do in order for them to improve the line?
Quite frankly, I thought the first question was too direct and blunt as to ask who we can blame for the MRT3 mess. It is also very awkward to answer the second question because it assumes that I am an expert on the legal issues on this matter. I am NOT a legal expert nor would I want to pretend to be one. Here was my reply:
That’s actually a very tricky question. We can’t really blame a specific person or persons but perhaps entire organizations that are supposed to be responsible for the mess that is MRT3. The main or root issue seems to be legal and not at all technical. The technical problems experienced are manifestations of a contract that is a textbook case for how NOT to do a PPP. I am not privy to the details of the discussions between the government and the people involved and behind MRTC so it is awkward to make comments specific to this matter of the contract and all its complexities. Perhaps the DOTC wants to follow “Daang Matuwid” by not budging to the terms laid out by MRTC? Perhaps MRTC is aware of the stakes (plight of the riding public) and is using this to force DOTC into a deal that is not favorable to government? We can only speculate on this without firsthand knowledge of their discussions.
However, from the perspective of transport as a service and as a public good, I would say that MRTC indeed is aware of the public’s clamor for improvement. This is all over the news and social media in the form of commentaries, images and even videos of the undesirable experiences of those taking the MRT3. In the end, DOTC must decide whether it is all worth it to maintain the stalemate with MRTC considering that the public interest is at stake here and things will just become worse with inaction. Perhaps the government should move towards the best compromise they can live with considering the urgency of addressing the problem at hand.
I would like to think that my reply was quite cautious. There have been many allegations and claims from both sides of the table regarding how to resolve the impasse and the conflicts that seem to be interwoven with the contract on the MRT3. Perhaps such cases test the limits of “Daang Matuwid”? Much was and is expected from DOTC considering its battery of lawyers including top officials of the department. Aren’t they supposed to have been involved in discussions and negotiations aside from strategic planning for our transportation in this country? I guess the general public especially those who take the MRT3 for their commutes already know who to blame for their plight…
