“Coding exempt” vehicles and the demise of the coding scheme
I saw this car ahead of me during my commute. I knew this was an electric vehicle and these as well as hybrid ones were given an incentive in Metro Manila. They are “coding exempt” meaning these vehicles can be driven any day and ay hour during the weekdays.
Are they selling these ‘coding exempt’ accessories or do these go free when you buy these cars?
People ask if the number coding scheme (UVVRP) in Metro Manila is still effective or relevant. Well, the answer is a ‘no’ and that is because over time, people have adjusted to it. Car owners have bought a second, even third vehicle that they call their ‘coding’ vehicle. Others opted to purchase motorcycles. And so that’s what we generally see along most roads in Metro Manila. It didn’t help that hybrid and electric vehicles are given exemption from the coding scheme. Those who can afford to buy yet another vehicle or perhaps replace their conventional ones are already buying these as evident from their increasing presence along our roads. While there is the perceived benefits with less emissions and air pollution, we still lose with congestion and its derivatives. Perhaps we should already have a congestion pricing scheme implemented for Metro Manila like the one in New York City. And proceeds should go to the improvement of public transportation to help arrest the erosion of its mode share in favor of private vehicles.

On transportation and global health – article share
I was supposed to write about the keynote lecture delivered during the 30th Annual Conference of the Transportation Science Society of the Philippines (TSSP). I am sharing instead an article written by Dr. Renzo Guinto who is an Associate Professor at the SingHealth Duke-NUS Global Health Institute based at the National University of Singapore.

Foggy roads in Tagaytay – Part 1
It’s been a while since the last time I was in Tagaytay. We used to go there at least once a month. Eventually, we grew tired of the traffic and the city becoming quite crowded. Of course, our schedules also became more busy so the drives for a weekend getaway turned into trips for music lessons (for our daughter) and meet-ups with friends. It was a welcome return last July when I had to go to Tagaytay Highlands for a meeting and then join up with our college for a workshop on the other end of the city. Here are some photos of the foggy roads that reminded me of the Tagaytay of old.

On a city’s part in making bike and scooter shares succeed
I recently posted about Bonifacio Global City (BGC) and the bike and scooter share they have there. There was one bike share there and in the Ortigas Center before the pandemic. But those fizzled out for various reasons including not so many people using it. Here’s a report on bike and scooter shares in the US and the observation that cities are not making it easy for these to succeed:

To quote from the article:
“Even long standing bike share systems can fall victim to the whims of leaders who are not committed to investing in greener modes of transportation. Houston recently lost its bike share system, ending 12 years of operations for BCycle after a new mayor hostile to bike and pedestrian improvements overhauled the METRO Houston board.
If cities want to encourage people to ride a bike or scooter instead of getting into a car, they will have to figure out how to fund it — or in other words, put their money where their carbon reduction goals are.”
Though we’re still a long way to achieving the bike and scooter shares they have in other countries such as the US, we should be wary about their experiences. The lessons learned here should already be in mind to those who will be setting up bike and/or scooter shares in Philippine cities. There is a demand for these facilities as people find cycling convenient and safer in some cities. However, LGUs need to invest more and commit to safer and more connected bicycle facilities in order to convince more people to use this active transport mode instead of motorized transport including motorcycle taxis.

Back in Tagaytay
It’s been a while since I’ve been to Tagaytay. I think the last time was before the pandemic and with family. There used to be a time when we went there at least every month not counting the seminars and workshops we attended there. It was an easy drive from our home in Antipolo to Tagaytay via C6, SLEX and the Sta. Rosa-Tagaytay Road. We had our favorite stopovers with breakfasts usually at the Paseo de Sta. Rosa. Later, as Tagaytay became more crowded and congested, the trips became fewer. Of course, our schedules also became busier but then it wasn’t like we looked forward to the traffic and the crowded attractions there. I’m doing a project there now with my team at the office and that means I get to go there for work. Since we’ll be there anyway, we could have some side trips to eat some good meals (bulalo!) and maybe take some photos of Taal volcano.


The fog was a quick reminder of the Tagaytay of old that we frequented before. But what we noticed was that it wasn’t cool. It was still somewhat warm if there was no breeze or wind blowing. This was certainly not smog as you can smell the pollution if it was. We even joked that it probably wasn’t because of the volcano as the smell of sulphur would probably be strong. We were in Tagaytay during the weekdays so there were fewer people and traffic. We were told that it was worse on weekends. That was to be expected. And with CALAX, Tagaytay became more accessible to visitors. I will write about the developments there in the next post. I feel there’s just too many buildings and the intense development has made Tagaytay less attractive. I have similar memories and feelings about Baguio but that’s another story to tell or write about.

Here is a quick sharing of this article on the benefits of trees. I thought such articles are always timely and relevant especially if you frame this in the context of road or highway development as well as the complete streets concept that is currently being promoted to improve transport conditions including road safety.

On using Google Maps to determine the best route from the pollution perspective
I saw this article on digital maps (i.e., Google Maps) being used to determine the best route for traveling between an origin and destination on land. It is interesting because what we usually use as basis for selecting our routes (assuming we can do so since people taking public transport basically have fewer options due to PUVs having mostly fixed routes) are travel time, travel distance and travel cost. Here is the article discussing the addition of fuel efficiency and emissions to the criteria:

To quote from the article:
“According to Google’s own analysis, many drivers are taking the path of least pollution in their cars. To calculate the tailpipe emissions that prevented, the company compared how much fuel Maps users likely consumed on the routes they drove to how much fuel they would have burned through had they taken the fastest route without its eco-friendly routing tool. The savings amounted to 1.2 million metric tons of avoided CO2 emissions between October 2021, when Google launched the tool, and December 2022.”
While this seems to be a first foray into the including of eco-friendly items in route choice, these items are already and actually included in many travel planners including those used by people selecting which flights to take. We probably just didn’t notice them before or the information were not explicitly stated or posted. Would this really affect or influence the way we travel like how it is reported in the article? Or do we continue to go with the usual and familiar routes?

Cool Walkability Planning
I am sharing this article about planning and design for more walkable streets. The term ‘cool’ in the article refers to temperatures as people are less likely to walk if it is too hot to do so.
From the article:
“Improving walkability (including variants such as wheelchairs, hand carts, low-speed scooters) can provide significant benefits to people, businesses and communities, particularly in dense urban areas where land values are high and vehicle travel is costly. However, walking can be uncomfortable and unhealthy in hot climate cities, particularly those that often experience extreme temperatures (over 40° Celsius, 105° Fahrenheit). These conditions make walking unattractive and infeasible during many days…
A well-planned networks of shadeways (shaded sidewalks) and pedways (enclosed, climate-controlled walkways) incorporated into a compact urban village can provide convenient, comfortable and efficient non-auto access during extreme heat. They can create multimodal communities where residents, workers and visitors rely more on walking and public transit, reduce vehicle use, save on vehicle costs, and require less expensive road and parking infrastructure…
The main obstacle to comprehensive pedway development is the well-entrenched biases that favor motorized travel and undervalue non-motorized modes in transportation planning and investment. Transportation agencies have tools for planning and evaluating roadway improvements, and funding to implement them, but lack comparable tools and funding for walkability improvements such as shadeways and pedways, even if they are more cost effective and beneficial than roadway projects.”

On air quality in subways
I saw this article on Wired and immediately read it as the topic to me was interesting. I have been using when I lived in Japan in the 1990s and in Singapore in 2010-2o12. I have used the transit system in many other cities including in the US and Europe. And so the topic of air quality in subways (particularly the stations and inside the trains) got my attention. I guess this is not entirely an issue for ground-level and overhead systems like what most of Lines 1, 2 and 3 and the PNR are. Only Line 2 has one underground station (Katipunan Station) and perhaps has that issue. Here is the article about the air in subways:

To quote from the article:
“The big unknown is whether all of this particulate matter is actually causing health problems for people. Millions of commuters use metro systems, in many cases for multiple hours a day, five days a week, for years on end. And thousands of transport workers spend even longer in the tunnels. But there are no widespread signs of severe or acute health problems among these populations, even if pollution levels in subways exceed recommended limits. Could there be more subtle, chronic effects, however—impacts on lung, brain, or heart function?”
Indeed, metros or subway systems have been operating for over a century and so far there is limited that we know about the health risks concerning their use by passengers. But this is something to keep in mind as the Philippines builds its first subway line in Metro Manila. The depots and the situation of workers thought may be a different matter. I recall one of my colleagues at the university doing a quick study of the Line 3 depot, which is underground (i.e., underneath the Trinoma Mall), and measurements showed the air quality to be quite bad. Imagine working there and being exposed to that everyday. Those conditions merit further study but require immediate action to improve working conditions considering the impact to health.
