On noise and how it affects your health
I am sharing this article on noise that was recently published in The New York Times:

“European countries have far outpaced the rest of the world in regulating noise. The European Union requires member nations to monitor and assess sound levels across regions and to produce new action plans every five years to address communities at greatest risk. The E.U. now mandates quiet brake locks on rail freight fleets and noise labels on outdoor power equipment; it also requires noise reduction in car manufacturing and mitigation efforts at airports.
Individual cities and countries have taken additional measures. Paris has installed noise cameras that measure the sound level of vehicles and fine drivers who exceed them. Berlin has used new bike lanes to reduce the flow of engine-powered vehicles and move the source of the noise to the center of the road, away from houses. Switzerland has introduced national “quiet hours” — overnight, one midday hour on weekdays, and all day on Sundays.
While scientists say it’s too soon to make a prediction about the effects of these policies on cardiovascular health, several European countries have reported tens of thousands fewer residents exposed to major sources of noise.
Like many health issues, protection against noise would be economically advantageous. Economists who analyzed health care spending and productivity loss because of heart disease and hypertension have argued that a 5 dB reduction in U.S. noise could result in an annual benefit of $3.9 billion.”
Not everyone is aware of how noise may affect our health. Most of us are exposed to noise of different levels and lengths of time (i.e., duration). We probably take for granted, for example, the noises we hear during our commutes or perhaps the noises in our workplaces. These actually take a toll not just on our hearing (e.g., long time factory workers likely have hearing problems after they retire) but other aspects of our health as well. Long commutes inside jeepneys blaring music can do damage to your health. Noise from busy streets will cause damage to the health of those residing along these streets. Are we doing anything to mitigate such noise in the Philippines?

Shared rides, anyone?
Would you share your ride with other people? This is not the conventional ride-sharing where you drive for someone else (i.e., Grab, Uber, etc.) but refers to a passenger sharing the vehicle he/she booked with another passenger or passengers. This is supposed to reduce the cost of the ride but can lead to more distance traveled as the matching of passengers has not been perfected. That is, it is likely to share a ride with a person heading to a destination that is out of the way of the passenger (in as far as typical routes are concerned).

To quote from the article:
“I used this service once. On a departure from the airport, it paired my trip with one in a substantially different direction. The other trip was to a point further from the airport than my destination, and yet it served that trip first. I ended up with a travel time about twice what my direct travel time would have been, and much more than the app had estimated. I never used this option again. My impression was that they were overselling the product in contexts where it wasn’t appropriate, and they were offering the same discount to the person dropped off first — whose trip is exactly what it would have been if traveling alone — as to the person whose trip was being made much longer.”
We actually already have shared rides in the Philippines. This is in the form of UV Express (formerly and popularly referred to as FX after the Toyota vehicle model that became popular from the 1990s), which continue to be a popular mode of public transport. Shared rides evolved from a group of people negotiating with FX taxi drivers to take them to a common point or destination (not to their final destinations). At the common destination, the passengers will eventually part ways for their last mile trips. Here is the article on a taxi service that eventually became a shared service I wrote a while back:
That was before there were apps to facilitate the sharing. I think this also showed how people will find ways to overcome problems like a lack of public transportation for their commutes.

Cool Walkability Planning
I am sharing this article about planning and design for more walkable streets. The term ‘cool’ in the article refers to temperatures as people are less likely to walk if it is too hot to do so.

“Improving walkability (including variants such as wheelchairs, hand carts, low-speed scooters) can provide significant benefits to people, businesses and communities, particularly in dense urban areas where land values are high and vehicle travel is costly. However, walking can be uncomfortable and unhealthy in hot climate cities, particularly those that often experience extreme temperatures (over 40° Celsius, 105° Fahrenheit). These conditions make walking unattractive and infeasible during many days…
A well-planned networks of shadeways (shaded sidewalks) and pedways (enclosed, climate-controlled walkways) incorporated into a compact urban village can provide convenient, comfortable and efficient non-auto access during extreme heat. They can create multimodal communities where residents, workers and visitors rely more on walking and public transit, reduce vehicle use, save on vehicle costs, and require less expensive road and parking infrastructure…
The main obstacle to comprehensive pedway development is the well-entrenched biases that favor motorized travel and undervalue non-motorized modes in transportation planning and investment. Transportation agencies have tools for planning and evaluating roadway improvements, and funding to implement them, but lack comparable tools and funding for walkability improvements such as shadeways and pedways, even if they are more cost effective and beneficial than roadway projects.”

On sleepy drivers
I am sharing this article on sleep-deprived driving as there appears to be low awareness of the dangers of this behavior as opposed to the typical drunk driving or driving under the influence (DUI) cases that we often hear or read about in the news (mainstream or social media).

To quote from the article:
“A 2016 study by AAA linked lack of sleep in the past 24 hours to dramatically higher crash risk, in hour-by-hour increments:
6–7 hours sleep: 1.3 times the risk
5–6 hours: 1.9 times the risk
4–5 hours: 4.3 times the risk
<4 hours: 11.5 times the risk
The risk of a crash drops to zero if you simply stay off the road, of course. Otherwise, the bottom line is pretty clear:
“You cannot miss sleep and still expect to be able to safely function behind the wheel,” said David Yang, executive director for the AAA Foundation for Traffic Safety.”
So make sure you get your sleep because it is really important for you to function not just as a driver or rider. It also applies to other activities or tasks as well whether you’re working, studying or playing.

Back to ‘old’ normal for air travel in the Philippines
Before we embark on another trip this week, I just wanted to share that it seems all is back to the old normal in as far as air travel is concerned in the Philippines. There are few, if any, exceptions based on what I and colleagues have experienced while traveling domestically. The only difference now from pre-COVID-19 air travel is that people are required to wear face masks inside the aircraft. Inside the airports, masks appear to be optional though most people wear them.
The March-April 2023 issue of Cebu Pacific’s Smile Magazine features places to go while in Tokyo, Japan, a popular destination these days as foreign travel restrictions have eased.
Cebu Pacific provides passengers with their Smile magazine on-board their aircraft. Philippine Airlines domestic flights don’t have magazines (unless they do on Business or First Class) for Economy passengers. I noticed also that PAL did not have duty free items on-board their aircraft (at least for the MNL-SIN-MNL trips we had recently). I know that other airlines have resumed duty free sales on-board so perhaps this is just a cost-cutting thing for PAL. Meanwhile, Cebu Pacific’s inflight shop is open and selling souvenir items on their domestic flights.

A brief history of transport strikes – Part 3: advocacy and bandwagon
You see a lot of posts on social media stating people supporting the current transport strike. There are cartoons and memes that dramatize if not romanticize the plight of drivers. One cartoon I saw has a girl asking her driver-father if he will join the strike. The father replies he is unsure as they won’t have any income to cover their needs. One panel shows the driver’s cash box with graduation photos of what appear to be his other children. Of course, this suggests that the jeepney driver was able to support his children in their education while also suggesting about the uncertainties for the other child (who is in the comic). The comic obviously appeals to the emotions of the reader. It is a fallacy but one that is very close to and appeals to the psyche of the Filipino.
Another cartoon appears to be comparing modernization with replacing office computers. It states that the government’s modernization program is like an office requiring its employees to replace their old notebooks with high end ones. Only, the office is not paying for the new units and will have these charged to the employees’ salaries. I thought that was an oversimplification. Jeepneys are public utility vehicles and not private. There are rules and regulations governing PUV acquisition, franchising and operations, unlike your typical office computer.
I think we should draw the line between advocacy and simply jumping onto the bandwagon that is supporting a transport strike without knowing and understanding the details about it. Otherwise, we end up giving unconditional support to what others will refer to as a backward public transportation system. There are always two sides to a coin and while there are good stories about the jeepney and how it has supported many families, there are also bad ones that have allowed them to remain practically unchanged over so many decades. The same applies to the opposition – those who call for a phase-out or outright modernization without understanding the terms given to drivers and operators and the overall context and situation regarding the modernization program. It is easy to take sides. The question is if you are aware and understand the details about the issues here.

Child’s perspective of road safety
As adults, many of us seem to have forgotten how it was to be a child and to see things from a child’s perspective. This perspective is important in many cases, situations or scenarios. One area where we can use this perspective to improve how things are is in road safety. As they say, streets that are safe for children are safe for everyone else. I am sharing this guide that also includes a project involving coming up with a reverse periscope. The reverse periscope is intended for an adult to have the view of a child.
How Do Kids Experience Streets? The Reverse Periscope Companion Guide
This guide would be something that can be used in road safety seminars or workshops that include some field activities. Participants can use the reverse periscope to simulate being a child as they walk and cross streets. An activity can be designed for transport and highway officials, even local government staff involved in planning, design and assessment of streets.

Early risers and commuters
I was half surprised the other day when I went out to go to our office at 5:00 AM. I am no stranger to early morning or very late night travels including driving myself. I’ve done so under various circumstances before including going to the airport for an early flight or driving to a hospital due to an emergency. You don’t see many people waiting for rides at 11:00 PM or perhaps 3:00 AM. These are basically what people refer to as ‘unholy’ hours. People are asleep during these times. If not, they probably are working the so-called graveyard shift. The latter used to be for workers employed in facilities like factories that usually operate 24/7. Nowadays, these include business process outsourcing (BPO) workers who are active in part due to their employers being in countries in different time zones (e.g., US and Europe).
At one point before the pandemic, transport and traffic had become so bad that people had to leave their homes earlier than when they had. For example, instead of leaving at 7:00 AM, employees had to leave at 6:00 AM in order to reach their workplaces at 8:00 AM. Students have to leave at 5:30 AM to reach their schools at 7:00 AM. Now that we are still in a pandemic but returning to the ‘old normal’ it seems to have become worse than before.
At one point during the pandemic, a senior transport official stated that people will just have to wake up earlier if they want to get to their destinations on time. Whether this was serious or in a joking manners, to tell people to wake up early (or earlier) if they want to get a comfortable ride or just even to get a ride is insensitive. It only shows officials to be uncaring. But that probably is linked to their being elitist or privileged that they cannot even empathize with the regular commuters. With a new administration in place, we seem to have more of the same kinds of officials in our transport agencies but hopefully, the younger staff can convince their bosses to be otherwise and really work towards improving commutes.

Why do we keep widening roads?
I’m just going to share this article here. The article from The NY Times asks a question that has been bugging planners and engineers, particularly those who are in government and perhaps under the agencies like the DPWH, DOTr and NEDA. This also applies to planners, engineers and those from other disciplines involved in transportation infrastructure development and particularly roads or highways.

–Shorter trips. Shorter active trips often substitutes for longer motorized trips, such as when people choose a local store rather than driving to more distant shops.
–Reduced chauffeuring. Better walking and bicycling conditions reduces the need to chauffeur non-drivers (special trips to transport a passenger). These often require empty backhauls (miles driven with no passenger). As a result, each mile of avoided chauffeuring often reduces two vehicle-miles.
-Increased public transit travel. Since most transit trips include walking and bicycling links, improving these modes supports public transit travel and transit-oriented development.
-Vehicle ownership reductions. Active mode improvements allow some households to reduce their vehicle ownership, which reduces vehicle trip generation, and therefore total vehicle-miles.
-Lower traffic speeds. Active travel improvements often involve traffic speed reductions. This makes non-auto travel more time-competitive with driving and reduces total automobile travel.
-More compact development. Walking and bicycling support more compact, multimodal communities by reducing the amount of land devoted to roadways and parking, and creating more attractive streets.
-Social norms. As active travel increases, these modes become more socially acceptable.
The article is a must read if we are to understand how important active transport and micro mobilities are in the context of today’s transport conundrum. Of course, part of the contextualization and perhaps ‘localization’ on these modes will be related to land use or development. The latter is a big challenge especially for the likes of Metro Manila and other rapidly developing cities in the Philippines where housing in the cities (related to compact development) has become quite expensive and has driven more and more people to live in the suburbs. As I’ve mentioned in previous posts, this has resulted in more pressure to develop transportation systems but infrastructure development cannot play the catch up game given the limited resources for their construction. Meanwhile, services are also behind in terms of quality and requires reforms and rationalizations.
