Caught up in trAPEC

It’s a corny title to this post and perhaps is practically what people would call ‘click bait’. But then it is a very appropriate one considering it describes what happened last Monday and is still happening today and for the rest of the week affected by the Asia Pacific Economic Cooperation (APEC) forum hosted by the Philippines and held in Metro Manila. Yes, Metro Manila. And many people have been asking loudly or in their mind why the capital city when the government was supposed to be promoting and bragging about growth in other cities (inclusive growth anyone?). I would have thought and preferred to have APEC in either Subic or Clark, which have been touted as rapidly growing areas and as international gateways. In fact, Clark is being pitched as the location of a potential new city in the Clark Green City project as well as the aerotropolis currently being developed (slowly) near the airport and the SCTEX Clark South interchange.

Instead, we have the APEC forum and all its attendant activities in Metro Manila. And it seems that the forum has maximized its detrimental impacts on the economy as it practically shut (some people even say shat) down the capital because of severe traffic congestion and a lack of public transport infrastructure and services to carry commuters safely and efficiently between their homes and work places. The Manila Bulletin posted the following photo last Monday:

I remember being asked once during an interview if it was possible to determine the cost of congestion due to a single event such as a road crash or perhaps a rally. I replied that it is possible given the available tools and expertise in making such assessments. What could be the cost of such a week-long event? Would the holidays for Metro Manila have lessened the economic impacts on traffic of the APEC? Or was it assumed that agreements and the media mileage we got from APEC more than enough to cover economic losses?

Could this disastrous traffic mess have been averted or at least mitigated despite APEC in Manila? Yes, perhaps, if the transport infrastructure particularly the LRT Line 1 Extension to Cavite, the upgrading of the MRT Line 3 and an airport access transit system were completed prior to APEC. These along with other major projects for Metro Manila were promised years ago and yet have not been realized. Add to this the apparent lack of contingencies (BRT-like express buses? bicycles?) that could have eased the pain of hundreds of thousands of commuters affected by APEC traffic schemes. Government has no right to tell people “I told you so” when government efforts for the benefit of its own commuting citizens have been deficient these past years.

Looking back at EST social marketing

With all that are happening today that are related to sustainable transport, I tend to pause and look back with a smile on how it was more many years ago when we were struggling to promote environmentally sustainable transport (EST). At that time, most local government units were not yet into sustainable transport and were unaware of the principles. There were a few who already had a project or program in place but didn’t know that these were classified as EST.

CAPACITY-BUILDING AND SOCIAL MARKETING FOR ENVIRONMENTALLY SUSTAINABLE TRANSPORT

Under the project, we identified several local good practice examples for EST and invited representatives of those LGUs to spread the word to other LGUs. Those who regularly went with us to promote EST were representatives of the Marikina City Bikeways Office, and San Fernando, La Union’s City Planning Office who shared their experiences in phasing out 2-stroke motorcycle-run tricycles.

I recall that one major Visayan city wasn’t so receptive at the time as the City Planning Coordinator seemed more interested in international trainings and foreign assisted projects than the city actually developing sustainable programs and projects on its own. The irony now is that despite his being not so excited about sustainable transport that city now has good examples for EST including a bicycle corridor and pedestrian and bike-friendly riverside developments.

But there was the case of the very receptive and progressive City Planning Coordinator of another major Visayan city who helped us immensely in promoting EST. His eagerness, particularly for public transport options, paved the way for Bus Rapid Transit (BRT) to gain a foothold in the discussions paving the way for more efficient transit systems to be considered (and now planned and designed) for his city. That interest led to his city getting the attention of an international agency that brought in then former mayor and now the recently re-elected Mayor of Bogota, Colombia, Enrique Penalosa, to do talks about his city’s Trans Milenio BRT system. I remember a couple of visits of Mr. Penalosa including a series of dinner meetings sponsored by the private sector in Makati City who were interested in the Bogota’s transport success story.

We always wondered who, when and how EST would be advocated by others and particularly by a younger generation who would turn out to be more outspoken and aggressive in promoting EST. These include those calling for better public transport systems, those advocating for pedestrian and bicycle facilities, those pushing for safer roads, and those lobbying for clean air. With all that we are seeing now around us (Congratulations Firefly Brigade for a very successful Tour of the Fireflies last Sunday!) and on various media platforms, I strongly believe that we are on the right path towards achieving better quality, sustainable and equitable transport for everyone.

Roadside views of the Pillila, Rizal Wind Farm

A highlight of our recent road trip to and from Lucena, Quezon via the Rizal – Laguna – Quezon route is the impressive roadside views of the new Pillila Wind Farm. The array consists of 27 turbines, more than the number in Bangui, Ilocos Norte. Following are a few photos of the turbines of the farm which has a total capacity of 5.2 Megawatts. I noticed though that many of the turbines were not running so the capacity is likely not reached and the output highly varies depending on the season and time of day.

There are two access points from the national highway to the wind farm. Via these access roads, one can get near the wind turbines to get photos including ‘selfies’ with the turbines as background, just like those trending photos posted on social media taken at the Bangui Wind Farm.

The Philippines needs more of these clean energy sources. The promotion and spread of such types of energy generation should be able to reduce our dependence on fossil fuels. This would be good in the long run and also for transportation since there are already many initiatives for electric vehicles. E-vehicles are not necessarily zero contributors to air quality and ultimately to climate change if we consider the sources of electricity when these vehicles re-charge their batteries.

Local papers presented at the EASTS 2015 conference – Mapua Institute of Technology

Mapua Institute of Technology (MIT) has a relatively young program under its School of Civil Engineering. This is led by their Dean, Dr Francis Aldrine Uy, who is also active with the Philippine Institute of Civil Engineers (PICE). Mapua has been aggressive the recent years in presenting and publishing papers in transportation engineering and planning. Following are the papers from the MIT:

My only comment about certain papers in the list is that many do not seem to be research papers and definitely more on the practice (i.e., design) side than the academic. I can say this based on the presentations made that I was able to attend as well as the papers themselves in the proceedings of the conference that I was able to browse. Still, Mapua has very good potential to come up with good papers from the prolific Dr Uy and his young faculty members led by Engr. Riches Bacero.

The current President of Mapua, Dr Reynaldo Vea, is also the current President of the Transportation Science Society of the Philippines (TSSP). Dr Vea was formerly Dean of UP Diliman’s College of Engineering and Officer-in-charge of UP’s National Center for Transportation Studies (NCTS). His specialty is on maritime transport as he has a degree in naval architecture.

De La Salle University (DLSU) has a strong program in transportation engineering and planning. This program is under its Department of Civil Engineering and led by Dr Alexis Fillone. Following is a list of papers from DLSU:

I thought DLSU could have published more papers in this conference. I was actually surprised that all the papers are practically attributed to Dr Fillone considering his co-authors are mostly his students. But then there are only 2 to 3 faculty members who are doing transport research in DLSU and Dr Fillone is the most involved and prolific among them in terms of published research outputs.

 

Local papers presented at the EASTS 2015 conference – University of the Philippines

There were a lot of technical papers from Philippine universities that were presented in the recently concluded 11th International Conference of the Eastern Asia Society for Transportation Studies (EASTS 2015). In the interest of dissemination, I will be featuring a list of papers produced by leading universities in the Philippines that are doing studies on transportation. Not included in the list are papers coming out of International Research Groups (IRG) as well as those where involvement by UP faculty were incidental to projects. Many of these papers will soon be posted on the official site of the International Scientific Committee of EASTS as part of either Proceedings or Journal of EASTS. Some may be nominated for the Asian Transport Journal (ATS), which is also published by EASTS.

Transportation research in UP Diliman is the most developed among schools doing research on these topics in the country. Papers came from a variety of disciplines and academic units including Civil Engineering, Mechanical Engineering, Urban Planning, Geography and History. These mostly were and are undertaken through the National Center for Transportation Studies (NCTS), which is with UP Diliman.

The UP Bike Share project

Students of the University of the Philippines Diliman recently launched an initiative promoting bicycle use in the campus. The UP Bike Share initiative is a welcome initiative that has gotten the support of the community including the UP Diliman administration through the Office of the Vice Chancellor for Community Affairs. Here are some photos of pages of the packet/manual.

This is an initiative that hopefully will expand especially towards Katipunan and the major schools (Ateneo and Miriam) along that corridor. Perhaps even Teachers’ Village and Sikatuna will be part of a bike share community. It would be nice to see safe bikeways and people on bicycles not just at UP Diliman but a larger area that can benefit from reduced motor vehicle traffic.

Health and commuting

Why is good public transportation especially transit important? Perhaps transport engineers and planners often get lost in trying to explain this from the perspectives of travel efficiency (e.g., reduced travel times, fuel efficiency, more capacity in terms of people carried, etc.) and environmental concerns (e.g., reduced emissions, reduced noise, etc.). Perhaps, too, there’s a need to articulate the importance of good public transport from the perspective of health. How many people do running, jogging or walking in the mornings, afternoons or evenings just to lose weight? How many go to gyms to workout? Perhaps the key to health lies in just walking everyday and integrating that healthy walk in your daily commutes. Your Commute Could Help You Lose Weight

Somethings I miss from living in Japan and Singapore are my regular walks to and from the transit station. I recall really good walks between the Transport Laboratory in YNU to the Soetetsu Line Kami Hoshikawa Station. You have to walk up a small mountain almost everyday from the station to the university. I also had good walking buddies back then during my 3 years in Yokohama. Later, I also enjoyed walking or cycling between the Transport Lab at Saitama University and the International House. Often, too, I would walk or cycle to the supermarket, the transit station or just around the neighborhood during free times. In Singapore, our home and the office were also near transit stations so we could take nice walks between them aside from the four flight of stairs to our apartment on the fourth floor. Such healthy commutes can be realized in Philippine cities if proper planning is undertaken and transit projects are implemented not just from the perspective of efficiency but, importantly, from the viewpoint of health. The current state of public transport is not healthy and many, especially those taking the EDSA MRT 3, will say that it is quite stressful to commute in Metro Manila. And stress is definitely not the way to lose weight. Is this true for other Philippine cities as well? Hopefully, we can work out transport solutions that include good public transport to promote healthy lifestyles.

Some setbacks for sustainable transport

There have been a few setbacks for sustainable transport in the news recently and not so recently. One is the burning of an electric vehicle, a COMET to be precise, that saw one unit burn to the ground near the UP Town Center along Katipunan Avenue. I am not aware of any official or formal findings being released as to what really happened to the vehicle but that is basically a big PR problem now as detractors of e-vehicles will point to the incident as proof that e-vehicles still have a long way to becoming a viable and safe option as public utility vehicles. E-vehicles have a lot to prove especially as an option for public transport and such setbacks only strengthen the argument against them and leaves us with the current conventional options.

Another is the discontinuance of service inside the Bonifacio Global City (BGC) of hybrid buses operated by Green Frog Transport. This one is due to what Green Frog described as exorbitant fees being charged by Bonifacio Estates Services Corp (BESC) for their buses to enter BGC. This is making the rounds of social media but there seems to be no response from BESC nor from the Bases Conversion and Development Authority (BCDA), which is supposed to also have a say with policies in BGC. Perhaps BESC thought it best to just give Green Frog the silent treatment for what appears as a trial by publicity approach by Green Frog. One commuter commented that maybe BGC authorities should push for their Fort Buses to be hybrid and phase out the jeepneys in favour of higher capacity transit inside BGC.

There have also been issue on road safety including many incidents of pedestrians getting run over by vehicles. Many of these have been captured on video particularly by the Metropolitan Manila Development Authority (MMDA), which has set-up a network of cameras in many intersections along major roads. Many show vehicles Given that many cases feature jaywalking, it is still the responsibility of any motorist to exercise caution when manoeuvring, especially when turning at intersections. Drivers will always have blind sides or weak sides when they manoeuvre so they should be very careful when in doubt and not immediately proceed when it is not clear that they have a clear path. At BGC (again) one will notice that many motorists do not give way to pedestrians even when the latter are crossing at the right locations and according to the sign clearing them to cross the street. In one case involving two speeding SUVs, one lost control and hit a pregnant woman crossing the street. While a significant number of vehicles in BGC are through traffic, it is still the responsibility of BGC’s traffic enforcers to ensure motorists follow traffic rules and regulations including prioritising safety over haste. Simply attributing such safety issues to through traffic is no excuse for traffic enforcement being as lax as or par with the rest of Metro Manila, especially for a CBD that packages itself as better than the rest of Metro Manila.
