Some interesting (and required) readings on traffic engineering

Christmas breaks allow me to catch up on a lot of reading. The previous months comprising our university’s semester were spent preparing for lectures though I had to do some readings related to researches I am involved in. Browsing the net and social media, I came across 2 articles shared by an acquaintance. He is a very progressive planner who has extensively studied and written about the most relevant issues in urban planning, focusing on transport. A third article I found while reading one of the two. These were very interesting for me in part because they are thought provoking in as far as traffic engineering is concerned.

The author seems to call out traffic engineers in general but these articles should also be contextualized properly. The situations mentioned in the articles are to be found in cities in the United States and may not be applicable in other cities in other countries. Traffic engineers in Europe, for example, have been working on exactly the solutions being mentioned in the articles that would make streets inclusive and safe especially for pedestrians and cyclists. The same with Asian cities like Singapore and Tokyo.

In the Philippines, however, there is so much that we can learn from the articles. The mere mention of the design guidelines being used in the US betrays the flaws of highway and traffic engineering in the Philippines. The Philippines’ highway planning manual and other guidelines used by the Department of Public Works and Highways (DPWH) are heavily drawn from US references. Most highway and traffic engineers in the country are educated using curricula that use US textbooks and references. There are even civil engineering programs that use licensure exam review materials as their references! These exam materials are also known to be based on DPWH guidelines and manuals aside from problems “outsourced” or patterned after the Professional Engineer (PE) exams in the US. Few schools have progressive curricula that look to best practices that take into account the complexities of roads especially in the urban setting. Such ‘copying’ of American standards and practices in many cases do not consider Philippine (local) conditions and blind applications to our roads instead of proper adaptation often have lead to unsafe and inequitable roads.

Local papers presented at the EASTS 2015 conference – University of the Philippines

There were a lot of technical papers from Philippine universities that were presented in the recently concluded 11th International Conference of the Eastern Asia Society for Transportation Studies (EASTS 2015). In the interest of dissemination, I will be featuring a list of papers produced by leading universities in the Philippines that are doing studies on transportation. Not included in the list are papers coming out of International Research Groups (IRG) as well as those where involvement by UP faculty were incidental to projects. Many of these papers will soon be posted on the official site of the International Scientific Committee of EASTS as part of either Proceedings or Journal of EASTS. Some may be nominated for the Asian Transport Journal (ATS), which is also published by EASTS.

Transportation research in UP Diliman is the most developed among schools doing research on these topics in the country. Papers came from a variety of disciplines and academic units including Civil Engineering, Mechanical Engineering, Urban Planning, Geography and History. These mostly were and are undertaken through the National Center for Transportation Studies (NCTS), which is with UP Diliman.

Good intentions and knee jerk reactions

Social media is again abuzz with stories about Uber and how Philippine government agencies like the Department of Transportation and Communications (DOTC) and the Land Transportation Franchising and Regulatory Board (LTFRB) are hassling Uber, Grab and similar companies into complying with government regulations covering their services. Is it really a hassle and are these “Transport Network Companies” or TNCs the real deal in terms of solving part of Metro Manila’s transport woes?

I believe Uber and other services like it have good intentions towards providing high quality, on-demand transport services. However, based on what I’ve read about the service in other countries (particularly in the US and Europe), the intention (original?) was to take advantage of surplus or excess capacity of vehicles being driven by “owner-drivers” between origins and destinations such as their homes and offices. That means an improvement of sorts for traffic as, instead of having one vehicle per person, two or more can share a single car. The main differences with conventional carpools is that the driver and his passengers practically do not know each other, and the passengers pay the driver a fee that is agreed upon at the start of the transaction. This works well in car-oriented cities as well as those with less than satisfactory public transport services especially when it comes to taxis.

The last sentence seems to be the right description for Metro Manila and other rapidly growing Philippine cities. And so, Uber, Grab Car and other shared service attracted many users who can afford them and providers willing to share their rides with total strangers. I stated “owner-drivers” in the previous paragraph as this was supposed to be an essential part of the set-up where Uber and others didn’t add to the cars already on the roads. Problem is, apparently and allegedly, some enterprising people who had the resources thought it would be a good idea to deploy all their vehicles (and even purchase additional ones) by hiring drivers they could register with Uber or Grab Car. That way, they thought they could bypass the typically bureaucratic process of getting a franchise for taxi or rental car franchises that also include all those business permits and, of course, taxes. The result of this would not be the utilization of excess capacity but the addition of more cars on the roads and therefore contribute to worsening congestion.

As far as the LTFRB is concerned, like it or not, they are just doing what they are mandated to do and are supposed to do with any transport service provider that is not purely private (i.e., services with a fee). It just so happens that the DOTC and LTFRB have been on the receiving end of a lot of flak from the public and especially in social media for what is perceived as the agencies’ ineptitude in dealing with major issues in public transportation. These include the continuing saga that is EDSA-MRT 3 and the perceived low quality services provided by buses and jeepneys in general that leave people at the mercy of taxis and UV express if they opt not or cannot afford to purchase their own vehicles.

The main issue is not whether DOTC and LTFRB should pay attention to Uber and others like it. The agencies should as per their mandates. However, there are a lot of other more serious and more urgent issues/problems including the much delayed mass transit projects and the low quality of service being provided by buses, jeepneys, UV express and conventional taxis that the DOTC and its attached agencies need to act on and now. I know it is a generalization (There are many good bus, jeepney, UV express and taxi drivers and operators out there who are also working their butts off to earn a living.) but then when you combine unsafe driving, with high fuel consumption and a lot of harmful emissions then you get a cocktail that’s definitely bad for all travelers.

How many people use Uber or Grab Car or taxis? Do they outnumber those taking the LRT/MRTs, buses, jeepneys and UV express? They don’t and therefore only represent a small percentage of the trips being taken everyday in Metro Manila and adjacent areas. And so the more pressing issues are really those pertaining to mass transit and the dire need to construct these systems once and for all in order to achieve a more sustainable and inclusive transport system for this still growing megalopolis.

On the new vehicle plates in the Philippines

A lot has been written about the new license plates being issued by the Land Transportation Office (LTO) for vehicles. I have read and heard many opinions or explanations from officials, experts and pundits about how the current license plates were better than the old ones due to its security features. As well, I have heard the opposite – criticisms by similar officials, experts and pundits usually focusing on the flaws of the new plates compared to the previous ones. They do agree on one thing, that the 4 numbers now appearing on the new vehicle plates issued to vehicles registered from January 2014 (5 numbers for the new motorcycles) are a necessity due in part to the rapidly increasing number of registered vehicles in the Philippines. Of course, the delays in the actual issuance of the plates themselves for new vehicles is another story.

Green plates are for private vehicles (not for hire). Red plates are for government vehicles. Blue plates (with only numbers and no letters) are diplomatic plates. Orange plates are the newest type of plates and were issued to electric vehicles. These solid orange plates and not of similar design to those bearing the Rizal Monument. Yellow plates are for “for hire” vehicles including public utility vehicles like buses, jeepneys, taxis and vans-for-hire. Recently, there were actually two types of yellow plates. One type used the design with the Rizal monument in the middle and these were issued to limousines such as those operated by hotels and tour companies. The other is the solid yellow plates (no Rizal Monument) that were issued to PUVs.

The new plates issued by the LTO are black and white – basically black lettering on white plates. Recently, friends have been telling me about their seeing the new black and white plates on taxis. I had thought that this shouldn’t be the case since PUVs like taxis are supposed to have distinctive color (yellow) plates in order for illegally (so-called colorum) operating vehicles to be spotted easily by authorities. It turned out that the LTO under the previous head of the agency did away with the yellow plates in favor of what they claimed to be more sophisticated new plates. My reaction was that this was absurd and visual identification (i.e., seeing the color of the vehicle’s plate) is still the easiest was to spot colorum vehicles. I had wondered, too, how the LTO came up with that obviously flawed decision and if they consulted among law enforcement agencies like the PNP who would be tasked to apprehend illegally operating road transport.

IMG09930-20150107-1904Such incidence of green plates on public utility vehicles were a no-no (illegal) in previous administrations. I assume that this one is “temporary” in the absence of what were phased out yellow plates.

Fortunately, the LTO led by its current chief has decided to bring back the yellow plates. These will probably follow the new plate design but with yellow instead of a white background. Hopefully, all legitimate PUVs will have these yellow plates instead of the “temporary” private plates many have been issued. These will aid in the enforcement of regulations pertaining to PUVs and will help weed out colorum vehicles.

EDSA: Taft to Tramo

The EDSA-Taft Ave. intersection was in the news a few weeks ago due to the MRT3 train that derailed and overshot the end of the line along EDSA. Being a major intersection for roads as well as for rail (MRT3 and LRT1), it is a very crowded area. Nearby, too, is the Redemptorist church in Baclaran that attracts a lot of people especially during Wednesdays. Following are a few photos of the area showing the conditions on the pedestrian overpasses and at street level.

The connection was not and is still not a smooth one, which has been the subject of criticism from a lot of people.

Risky business with motorcycling

I spotted what appeared to be a family of four riding the same motorcycle as I was traveling to work this morning. While they were traveling slowly, likely to be careful considering there were 4 riders, I could’t help but imagine (not really wonder) what was going on in the minds of the adults here. The children were obviously oblivious to the dangerous situation and I even saw one child smiling and apparently enjoying the ride. I am sure that the father is trying his best to be careful as he is surely aware that a mistake would likely doom his entire family.

These are common sights in Metro Manila and elsewhere in the country. Its worse in other places where there’s weak enforcement of road safety laws including the helmet law and the limitation in the number of passengers (yes, there is a law against passenger overloading for vehicles). I was actually wondering how these people in the photo were able to evade MMDA and LGU enforcers along major roads. And to think that there are many checkpoints to inspect those “riding in tandem.” Clearly, this is a violation of existing regulations and the only way to discourage such practices and effect behaviour change is for authorities to clamp down on such risky situations, even forcing them to discontinue travel in addition to issuing a ticket and fine for the violation. Are we really serious in promoting road safety and ensuring safety for everyone? If so, why the lax enforcement when it is perhaps, and arguably, the most important element in order to influence people’s mindsets regarding road safety.

Snippets of Manila streets and traffic

Coming from a forum held at a hotel in Manila, I took a few photos of scenes along our route back to the university. These are snippets of everyday scenes in the Philippines capital city, which now has for its mayor the former President of the country who was ousted back in 2001 for allegations of plunder. He has been on the news quite frequently as his administration has introduced traffic schemes intended to address traffic congestion in that city. These include going after buses without terminals in Manila last year and quite recently an expanded truck ban that renewed discussions about logistics and the Port of Manila (i.e., decongesting the port in favor of Subic and Batangas ports).

A friend posted sometime ago that in Philippine streets, the uneducated dominate the educated and this seems so true in the case of public transport where barkers, paratransit drivers and their lot control how people should get a ride and how vehicles should operate.

Clear message to transport service providers

The cancellation of the franchise of the Don Mariano Bus Transit last January 14, 2014 is a long overdue decision. I say this because there have been so many incidents of road crashes in the past involving public transportation that led to the deaths and serious injuries of a lot of people whether they are passengers, the drivers themselves, pedestrians or even innocent people who happen to be at the wrong place and the wrong time (i.e., when and where the crash occurred). The cancellation of the franchise sends a strong message to erring operators and drivers of public utility vehicles including those of buses, jeepneys, UV express and taxis that the Land Transportation Franchising and Regulatory Board (LTFRB) is dead serious about enforcing franchise rules and regulations particularly in the light of road and public safety concerns. The decision is also a strong statement by the agency. One that says they have the balls to make game-changing decisions that is assumed to be intended for operators and drivers to take heed.

I had the opportunity to attend a few congressional hearings at the Batasan a few years ago that were convened by the Committee on Metro Manila Development. The main topics of those hearings were on public transportation. I recall that one hearing focused on the proposal to increase the penalties for traffic violations while others focused on policies being introduced by the MMDA (e.g., dispatching scheme, painting the bodies of buses with their plate numbers, RFID, etc.). In these hearings, the MMDA had been asked by the congressmen to present statistics on road traffic violations by public transport vehicles and they did present the numbers indicating also which bus companies were involved in the most crashes and which incurred the most violations. One question asked by a congressman was why, despite all the incidents and violations that bus companies were involved in, have no franchises been cancelled or revoked. The MMDA quickly and correctly replied that it is the LTFRB that has authority over the franchises. I do not recall how the LTFRB managed to answer the follow-up question trained on them but I don’t think anything close to a solution came out of those hearings. The transcript of these meetings and the data reported by the MMDA should be with the committee and, I presume, should be for public consumption given that these hearings were made in the interest of the general public.

Public transport as a form of “livelihood” should not be made an excuse for the poor quality of public transport services. A driver cannot drive like crazy, crash into other road users and claim that they were only trying to earn a living. Operators cannot scrimp on maintenance and spare parts costs (resulting in poorly maintained vehicles that are prone to mechanical failure and obviously violate emission regulations) just because they want to earn a larger profit.  It is a card that is always put on play by public transport operators, drivers, conductors and their lawyers when interviewed, especially by TV reporters. One take on the news reports on TV is that those interviewed were nagpapaawa lang (acting for people to pity them or sympathize with them. Yet afterwards, once the suspension is lifted, these same drivers go back and drive as if nothing happened and still oblivious to the dangers they pose on others travelers. I have written about this in the past and share the opinion that we will get nowhere near the efficient and safe transport services we aspire to have unless we do away with the current practices of reckless driving and smoke-belching PUVs. And the improvement begins when the LTFRB starts canceling franchises of erring operators of public utility vehicles and the Land Transportation Office (LTO) starts revoking the licenses of irresponsible drivers.

Now, if we can only have the LTFRB cancel the franchises of erring jeepney, taxi and UV express operators, then that will send even clearer messages to all that government is really serious about road safety and public transport regulations. Included also are initiatives on truck operators and drivers who are also guilty of irresponsible driving. Perhaps the LTO should follow suit and be more aggressive in their part to rid our roads of erring private vehicle drivers and motorcycle riders? I think such actions are definitely what’s needed under the banner of “Matuwid na Daan” (literally “straight path” but also translates to “right or correct path”). In order to achieve “Matuwid na Daan,” we should also have “matuwid na pagmamaneho” (“responsible driving”).

Proposal for a Special Mass Transit Support Fund

There are three bills currently being discussed at the Senate that were filed by Sen. Ralph Recto. These propose the restructuring of the special funds derived from the Motor Vehicle Users’ Charge (MVUC) in order to allocate funds for mass transportation.

Senate Bill 446 – An Act Creating The Special Mass Transit System Support Fund, Reallocating The Disposition of Monies Collected From The Motor Vehicle User’s Charge, Amending For The Purpose Sections 7 And 8 Of Republic Act No. 8794, Otherwise Known As The Motor Vehicle User’s Charge Act of 2000.

Senate Bill 611 – An Act Creating The Special Mass Transit System Support Fund To Provide Additional And Long-Term Funding To Priority Mass Transit Projects In The Greater Metro Manila Area, Amending For The Purpose Sections 7 And 8 Of Republic Act No. 8794, Otherwise Known As The Motor Vehicle User’s Charge Act of 2000.

Senate Bill 621 – An Act Creating The Special Mass Transit System Support Fund Amending For The Purpose Sections 7 And 8 Of Republic Act No. 8794, Otherwise Known As The Motor Vehicle User’s Charge Act of 2000.

The National Center for Transportation Studies (NCTS) was requested to submit a position paper on these bills by the Senate Committee on Public Works that is chaired by Sen. Ferdinand “Bongbong” R. Marcos, Jr. The Center drafted one and submitted the 4-page document to the Committee secretariat last October 16, 2013. A copy of the position paper may be downloaded from the following link:

The Senate Committee on Public Works held a public hearing last October 17, 2013 at the Lorenzo Tanada Room at the Senate. The NCTS Director, Dr. Hilario Sean O. Palmiano, was invited as a resource person for the hearing and joined representatives of agencies such as the DPWH, DBM, DOF, LTO and the Road Board in providing insights and comments on the proposed bills. The same agencies were also requested to provide pertinent data for the committee to evaluate the proposed changes to R.A. 8794. Such data include information on past disbursements and approved projects that used the special funds under the MVUC.
