There are two important international conventions or agreements that the Philippines is a signatory to. These are the
Vienna Convention on Road Traffic (November 8, 1968):
and the Vienna Convention on Road Signs and Signals (November 8, 1968):
These are important as signatories are bound but the agreements on road traffic rules and regulations and standard signs and signal. I included the links to each agreement as they also include the exceptions taken by different countries such as Thailand and Vietnam declaring they will not be bound by Article 44, choosing to classify mopeds as motorcycles. Apparently, the Philippines did not declare exceptions or objections to any of the articles.
I wrote yesterday about the new law requiring child seats for children 12 and under or under 4’11” in height in the Philippines. The implementation has been postponed after government received a lot of flak about it. To be fair, the info campaign started months ago but it seemed to be limited to social media and not really disseminated as widely as is ideal. The material while catchy at first glance, is not as clear in the info or message as already evidenced from the flak about the law and its provisions.

It would have been clearer and more effective in communications if the agencies-in-charge came up with similar material rather than the one I shared in yesterday’s post. There are also many designs for child seats and so far there are no specifics about these that people could refer to. Ultimately, I believe there should be a list of what are allowed or not allowed including brands. Perhaps its better to have a list of what are not allowed with the reasons for these, and then let the manufacturers challenge these. Having a list of allowed products might come off as advertising or favoring certain manufacturers. Of course, it will be up to the Bureau of Product Standards (BPS) of the Department of Trade and Industry (DTI) to determine which seats will be allowed based on their specs and the standards they conform to. European and US standards are among the most stringent so perhaps these can be reviewed and determine whether they can be adopted in the Philippines.
I like taking photos from the vehicle when I’m traveling. It doesn’t matter whether I am on a car, on a bus or even a motorcycle as long as it is safe and there’s no danger of dropping my camera or my phone. Here are a few photos taken as we were on a tricycle in Zamboanga.
Old building on a corner of a street in Zamboanga showed how buildings in the downtown area were built. The ground floor is likely a shop, store or office while the upper one is likely to be a home. From the photo, it becomes obvious that pedestrians were protected against the elements (sun or rain) for this arcade type of development.
Inside the tricycle, the fare rates are printed on the side car. That includes the discounts that are supposed to be given for senior citizens and students.
At the transport terminal of a major mall in the city, the lines are long for taxis. However, there are few taxis serving the city and the usual mode of transport that are basically 3-wheeler taxis (the tricycles) wait for passengers.
Sign warning against abusive tricycle drivers who overcharge their passengers. There are penalties including a fine of 4,000 pesos (about 80 USD).
I will post more photos of Zamboanga scenes next month when we head to Zamboanga for some field work. That will give me the opportunity to take a lot of photos as we make an initial assessment of road safety around selected schools in the city.
A lot has been said and written for or against Uber and Grab. Social media made sure the more popular but not necessarily the truthful ones are spread. One popular personality associated with motoring has even led an online petition against the rulings by the Land Transportation Franchising and Regulatory Board (LTFRB). An objective check of the facts reveal that LTFRB is not solely at fault here. Uber and Grab should not have promoted themselves and took in additional drivers (nagpaasa ng mga drivers) after the agency issued a moratorium last year. Estimates vary but it seems they have taken in tens of thousands of drivers (20.000? 30,000? 40,000?) and earned revenues along the way to what is now an historic penalty levied upon Uber and Grab by the LTFRB.

It seems all is well, for now, as meetings were held between the DOTr, LTFRB and the concerned parties (Uber and Grab). In one of the meetings, a couple of Senators seem to have brokered a deal to resolve what appeared to be an impasse that a lot of people on social media reacted to. There are definitely a lot of vested (and veiled) interests involved here including those by various “operators” in the transport sector on both the sides of government and private sector. One takeaway though that I observed is that many appear to be against LTFRB even though the agency was truthful about their statements regarding the illegally operating transport vehicles. They seem to have made up their minds about the LTFRB and this is not surprising as transport problems have been festering for decades with little progress in terms of improving transport, conventional or innovative. Most people seem to have lost their patience about transport services and regulation, and perhaps this is a good thing if it translated to demanding for mass transit, too.
