Some interesting (and required) readings on traffic engineering

Christmas breaks allow me to catch up on a lot of reading. The previous months comprising our university’s semester were spent preparing for lectures though I had to do some readings related to researches I am involved in. Browsing the net and social media, I came across 2 articles shared by an acquaintance. He is a very progressive planner who has extensively studied and written about the most relevant issues in urban planning, focusing on transport. A third article I found while reading one of the two. These were very interesting for me in part because they are thought provoking in as far as traffic engineering is concerned.

The author seems to call out traffic engineers in general but these articles should also be contextualized properly. The situations mentioned in the articles are to be found in cities in the United States and may not be applicable in other cities in other countries. Traffic engineers in Europe, for example, have been working on exactly the solutions being mentioned in the articles that would make streets inclusive and safe especially for pedestrians and cyclists. The same with Asian cities like Singapore and Tokyo.

In the Philippines, however, there is so much that we can learn from the articles. The mere mention of the design guidelines being used in the US betrays the flaws of highway and traffic engineering in the Philippines. The Philippines’ highway planning manual and other guidelines used by the Department of Public Works and Highways (DPWH) are heavily drawn from US references. Most highway and traffic engineers in the country are educated using curricula that use US textbooks and references. There are even civil engineering programs that use licensure exam review materials as their references! These exam materials are also known to be based on DPWH guidelines and manuals aside from problems “outsourced” or patterned after the Professional Engineer (PE) exams in the US. Few schools have progressive curricula that look to best practices that take into account the complexities of roads especially in the urban setting. Such ‘copying’ of American standards and practices in many cases do not consider Philippine (local) conditions and blind applications to our roads instead of proper adaptation often have lead to unsafe and inequitable roads.

What’s been causing a lot of traffic jams the past week emanating from the Masinag area is the installation of the pedestrian overpasses (or footbridges, if you prefer the term) at the junction. Components of the overpasses were constructed and installed intermittently over several months already. Last Sunday, major works were undertaken including the raising of the main girders that are also to be the walkways for pedestrians. The work entailed closing sections or parts of the intersection and resulted in monstrous traffic jams along both Marcos Highway and Sumulong Highway. The congestion spread to local roads that were used to divert traffic as work was underway during the daytime. Yes, daytime! I found it unusual that such works would be undertaken when traffic was already significant for the two major roads here even if it were a Sunday. Most people had little or no information about this including residents of Antipolo and Marikina who were the most affected by partial closures.

The pedestrian facility at Masinag junction has four spans that are supposed to cover crossings across all four legs of the intersection. Thus, theoretically, pedestrians may cross any time despite the busy traffic at ground level. I haven’t seen the stairs yet but if they are much like other footbridges including recent ones of similar design, then I would say that they are not that friendly to senior citizens, persons with disabilities and those who want to cross with their bicycles. Then there are those who are just too lazy to use the overpass and instead would just risk it by braving traffic as they cross at ground level. Already, many pedestrians choose to cross the roads a few meters from the intersection (it used to be that they crossed at the intersection) and it will take a lot of education and enforcement to make most people use the footbridges. Meanwhile, Antipolo should ensure that vendors do not set up shop at the overpasses. This facility is for walking and not shopping.

Among the implications of the four overpasses is the need to re-install traffic signals at the intersection as the current set-up is already obscured by the pedestrian structure. Incidentally, that it also why Antipolo City had to assign personnel to manage traffic at the intersection for much of the day. It is expected that the signals will be installed where motorists can easily see them. The pedestrian facility is also expected to enhance safety at the intersection especially for pedestrians as well as ease congestion for vehicular traffic. Call it car-oriented but it is a necessity given the steadily increasing volume of traffic at the junction. Until there is a good public transport system to help reduce the number of motor vehicles on roads such as Sumulong and Marcos Highways, cars and the like will continue to rule our road space. Ultimately, the provision of pedestrian facilities (hopefully, appropriately designed) is a people-oriented endeavor that should be promoted.

Some setbacks for sustainable transport

There have been a few setbacks for sustainable transport in the news recently and not so recently. One is the burning of an electric vehicle, a COMET to be precise, that saw one unit burn to the ground near the UP Town Center along Katipunan Avenue. I am not aware of any official or formal findings being released as to what really happened to the vehicle but that is basically a big PR problem now as detractors of e-vehicles will point to the incident as proof that e-vehicles still have a long way to becoming a viable and safe option as public utility vehicles. E-vehicles have a lot to prove especially as an option for public transport and such setbacks only strengthen the argument against them and leaves us with the current conventional options.

Another is the discontinuance of service inside the Bonifacio Global City (BGC) of hybrid buses operated by Green Frog Transport. This one is due to what Green Frog described as exorbitant fees being charged by Bonifacio Estates Services Corp (BESC) for their buses to enter BGC. This is making the rounds of social media but there seems to be no response from BESC nor from the Bases Conversion and Development Authority (BCDA), which is supposed to also have a say with policies in BGC. Perhaps BESC thought it best to just give Green Frog the silent treatment for what appears as a trial by publicity approach by Green Frog. One commuter commented that maybe BGC authorities should push for their Fort Buses to be hybrid and phase out the jeepneys in favour of higher capacity transit inside BGC.

There have also been issue on road safety including many incidents of pedestrians getting run over by vehicles. Many of these have been captured on video particularly by the Metropolitan Manila Development Authority (MMDA), which has set-up a network of cameras in many intersections along major roads. Many show vehicles Given that many cases feature jaywalking, it is still the responsibility of any motorist to exercise caution when manoeuvring, especially when turning at intersections. Drivers will always have blind sides or weak sides when they manoeuvre so they should be very careful when in doubt and not immediately proceed when it is not clear that they have a clear path. At BGC (again) one will notice that many motorists do not give way to pedestrians even when the latter are crossing at the right locations and according to the sign clearing them to cross the street. In one case involving two speeding SUVs, one lost control and hit a pregnant woman crossing the street. While a significant number of vehicles in BGC are through traffic, it is still the responsibility of BGC’s traffic enforcers to ensure motorists follow traffic rules and regulations including prioritising safety over haste. Simply attributing such safety issues to through traffic is no excuse for traffic enforcement being as lax as or par with the rest of Metro Manila, especially for a CBD that packages itself as better than the rest of Metro Manila.

On road crashes (again)

I was driving to work early this morning and despite today being the first day of school for public schools, I was surprised to encounter heavy traffic so early as I approached the Santolan Station of LRT Line 2. Most commuters using the station were university/college students and workers but most of the latter won’t have school until next week and it was too early (around 5:50 AM) for most workers to be at the station given that offices open either 8:00 AM (government) or 9:00 AM (private). It turned out that there was a road crash involving a large truck and a motorcycle. The motorcycle rider survived and was texting on the median island. A close look revealed that he was bloodied by the close encounter with the truck and that despite stopping, no one from the truck got down to check on the motorcycle rider. This has become a typical scene and fortunately (especially for the rider) it was not a fatal crash.

 Some quick recommendations are provided for different road users in order to avoid such situations leading to crashes:

a. For people driving large vehicles like trucks and buses: Always keep in mind that you are driving a large (and likely long) vehicle that has limitations in terms of manoeuvrability. Don’t drive as if your vehicle is a car and keep in mind that a slight mistake can lead to a fatal crash.

b. For people on motorcycles: Always ride along lanes assigned to motorcycles or refrain from aggressive weaving or lane-splitting. 2-wheelers require balance and so anything to distract the rider (e.g., using cellphones while riding) or aggressive behaviour (e.g., speeding, frequent lane changing, etc. and their combinations) lead to the high likelihood of being involved in a crash. No matter how minor these may be (e.g., dents on vehicles) the cumulative impacts are still significant in terms of costs.

c. For people driving jeepneys, UV Express and taxis: Always keep in mind that you are supposed to be driving safely as you are driving public utility vehicles carrying passengers whom you must convey safely to their destinations. This means you should exercise utmost care in driving and not doing because you simply want to earn money means you have no business providing public transport service.

d. For people driving private cars: Follow traffic rules and regulations. Common causes of traffic congestion and road crashes can be the simplest violations. The more dangerous behaviour include counter flowing, speeding and cutting (or aggressive lane changing).

e. For pedestrians: Cross at designated areas. If there are none or you choose to cross anywhere (i.e., jaywalk) make sure that you are alert and that there are clear gaps allowing for “safe” crossings.

f. For cyclists: People using bicycles should use assigned lanes whenever available. Admittedly, there is a lack or absence of bike lanes in most Philippine cities and the reality is that these will not be provided in an instant. And so cyclists should also be responsible and exercise care as they pedal along. “Sharing the road” also means cyclists need to follow road traffic rules and regulations. They are not excused, for example, from stopping at intersections when the red light is on disregarding one way streets.

With the onset of the wet season, roads will be slippery from rains and therefore add to the challenges of ensuring safe roads. We should not forget that every road user is a vulnerable person. Vulnerability is not limited to the pedestrian or cyclist though they may be the most vulnerable, often with little protection that will allow them to survive collisions with motor vehicles. Though valuable time can be lost by exercising extra care and discipline on the roads, the time cannot substitute or compensate the possible loss of life and limbs due to crashes.

Road widening along Sumulong Highway

Sumulong Highway is the main road connecting Antipolo City with Marikina City and ultimately to Cainta, Pasig and Quezon City via Marcos Highway. It is basically a 4-lane, 2-way undivided road with several sections that have 3 lanes total probably due to ROW acquisition issues when the highway was widened from the original 2-lane road. I came back from a trip recently to find road works along my commute and took some photos of what would definitely be an improvement to the highway. The uneven number of lanes along several sections of Sumulong has led to road crashes and surely many near misses among motorists and cyclists using the highway. There is also a need to provide space for pedestrians and others on foot considering the highway is one of the major routes to the Shrine of Our Lady of Peace and Good Voyage – a major pilgrimage site for Filipinos.

IMG11481-20150514-0730There are many informal settlers as well as formal ones encroaching on the RROW. Part of the project is to remove these and other obstructions. I just hope that the sidewalks and the curbside lane will remain clear of obstructions.

The completion of the road widening project is expected to improve the flow of traffic along Sumulong Highway as there will be a continuous 2 lanes available along either direction for safe and effective passing. The additional lane also means public transport may stop along the roadside without blocking through traffic. Trucks and slow moving vehicles (tricycles?) may also be required to take a designated lane. Moreover, since there is a significant volume of bicycle users along Sumulong Highway, there will be enough safe space for them to travel. The current volume of motorised vehicle traffic along the highway requires only 1 lane per direction (2 lanes total) and these are the innermost lanes of the road. Traffic slows down usually because of trucks or tricycle operations/maneuvers. In theory, the 2 outer lanes can be used only for overtaking, stopping and cycling. These should be clear of parked vehicles particularly along areas where there are communities and businesses (e.g., vulcanising, auto repair shops, etc.) along the roadside.

The Philippines Anti-Drunk Driving Law

It’s a Friday and another weekend is here. It’s also payday weekend and so it’s expected that restaurants, cafes and bars will be full tonight and the weekends with people dining, lunching, having coffee, and likely for many – drinking. For many years, the latter has resulted in too many road crashes, a significant number of which have had fatal outcomes – usually cars or motorcycles crashing into one another or by themselves. It’s even more dangerous (and highly likely to be fatal) for motorcycle riders who need to balance themselves on two wheels after getting inebriated. Meanwhile, a lot of driving under the influence (DUI) that in many other countries including the US and Japan don’t get apprehended primarily due to the absence of laws and guidelines for their capture and evaluation. There was no way to test their blood alcohol content (BAC) in the field and traffic personnel couldn’t force people to go to hospitals to be tested.

There’s good new, however, especially for road safety advocates. The Philippines is finally implementing Republic Act No. 10586 – An Act Penalizing Persons Driving Under the Influence of Alcohol, Dangerous Drugs, and Similar Substances, and for other Purposes, which was signed into law in May 27, 2013. Under the law, private vehicle drivers can be arrested and penalized for BAC of more than 0.05% while truck and public transport drivers and motorcycle riders can be apprehended for a BAC of more than 0.0%. For comparison, Japan requires a BAC of 0.0% for ALL motorists.

The Implementing Rules and Regulations for the law may be found here: PH Anti Drunk Driving Law2013 Rules. The Land Transportation Office (LTO) and the Metro Manila Development Authority (MMDA) have already acquired equipment to help them evaluate apprehended persons. These include breath analyzers and staffs of both agencies have already undergone training to be able to implement the law. Unfortunately, traffic enforcers cannot randomly test people on the road but would have to apprehend them first for violating other traffic rules and regulations. But I am sure our traffic law enforcers can be quite creative in how to catch these people who pose dangers to all other road users by their being irresponsible for driving or riding under the influence of alcohol or dangerous drugs. And with the national elections coming up next year, there will be a lot of checkpoints sprouting up along major roads that will also open opportunities for testing and apprehensions.

Enforcing bus lanes along Commonwealth Avenue

Commonwealth Avenue always seems to be the subject of road safety or traffic discipline initiatives every now and again. Quezon City together with partners in other government agencies like the Philippine National Police (PNP) and the Department of Transportation and Communications (DOTC) have embarked on another program aimed at reducing the occurrence of road crashes and other incidents along this busy corridor. It actually reminds me of the “traffic discipline zone” designation of Commonwealth not a decade ago and before public transport lanes were physically allocated along the highway.

They are failing miserably if I am to base success on observations of the behavior of drivers of  public transport vehicles alone along this major highway. They get away with a lot of reckless driving including suddenly switching lanes, speeding, and tailgating. There are also cases where vehicles and pedestrians cross the wide highway at points that are prone to crashes. I am not aware of a lot of apprehensions being made of these reckless drivers along Commonwealth except perhaps at the foot of the Tandang Sora flyover where MMDA enforcers seem to be congregating on most days armed with one of two of the agency’s speed guns. But then it seems “business as usual” for the same drivers and riders along the rest of Commonwealth so the initiatives are not effective deterrents against irresponsible road use.

2015-02-01 09.39.02You can always see buses on the wrong side of the road along Commonwealth Avenue especially along the section between Fairview Market and Regalado. They do this to get ahead of other buses and then bully their way to make a stop or turn right at an intersection.

2015-02-01 09.39.15This bus in particular was weaving in traffic, bullying smaller vehicles to give way as it raced other buses along Commonwealth Avenue. Such behavior among public transport drivers is one of the major ingredients for road crashes.

It’s been a year now since the tragic crash involving an out of line provincial bus in the Cordillera. That was partly the result of poor monitoring and enforcement by the LTFRB. While the major reason for the crash was reckless driving (i.e., the driver was allegedly speeding at a critical section of the highway), this could have been avoided if the bus wasn’t operating in the first place. The very same policies along Commonwealth apply to these provincial buses and fatal crashes could’ve been avoided or minimised if the LTFRB can just exercise its mandate effectively.

Risky switching of lanes

Many Filipino drivers have the propensity for frequently changing lanes. These happen even at locations where they are not supposed to be changing lanes (e.g., at intersections, while going up or down a steep slope, at curves, etc.). Such maneuvers are risky and basically among the reasons why there are double yellow solid lane markings separating opposing traffic at these sections. I have seen many incidents where in a matter of seconds at least one person is suddenly inconvenienced by the crash. I say at least one person because whether traffic is light or heavy, there will be vehicles slowing down and causing a chain reaction of other vehicles slowing down to stop or avoid the vehicles involved in the collision. These incidents occur because of at least one person’s propensity for suddenly switching lanes.

I’m not sure how these people learned to drive. Driving schools will likely claim that they did their part in instructing their students/clients the proper way to drive. However, going through driving school is not an assurance for responsible driving. What more can be said for people who learned to drive the informal way (i.e., taught by a friend, relative or other people). Of course, this could have been addressed early on if the licensing system under the Land Transportation Office (LTO) was a lot stricter and exercised due diligence in their licensing examinations.

Lane discipline

Among many peoples’ pet peeves in traffic would probably be the propensity for lane changing among many drivers and riders. This is especially true for wide multi-lane roads like Commonwealth Ave., Marcos Highway and EDSA. While it can be an understandable behaviour for free flowing traffic along long stretches where weaving can be executed safely, lane changes can be quite risky at intersections and may instantly lead to crashes. These are likely the bases for the swerving violations that the MMDA and other traffic enforcers became notorious for issuing for a time.

We chanced upon a scene at the Commonwealth Ave.-Mindanao Ave. intersection in Novaliches where a car seemed to have attempted to cut in front of a bus in order to make a turn but got hit by the bus. From the angle of the collision, it appears that the driver of the car likely maneuvered for a U-turn and made the critical assumption that he could beat the bus for the turn. It was obvious that the bus was in the right position while the car was not. This is often the case for drivers who do not care for positioning themselves along the correct lanes at intersections and seem to rely on their guile to get ahead of others. Such drivers might just be the same ones who would likely do counter-flows also to get ahead of others queued along the right traffic lanes.

Lane discipline becomes more important with the revival of traffic signals all around Metro Manila. In addition, it is also important for the appropriate lane markings to be placed at intersection approaches. Such markings are supposed to guide drivers where they should position themselves so that they will not block traffic going in another direction. These can also aid in the enforcement of lane discipline as vehicles on the wrong lanes can be apprehended. This was the case in Cebu City in the 1990s when the city adopted the SCATS traffic signal system, which employed detectors embedded on the pavement along the approaches to intersections. These detectors helped determine whether there is demand for a particular movement (left, through or right) and so requires lane discipline for the system to work effectively. –

Tutok – tailgating

A common practice of motorists along Philippine roads is tailgating. This is not only common in congested traffic, when vehicles are practically “bumper-to-bumper,” but also in free flowing traffic where drivers or riders tailgate for a number of reasons (e.g., to put pressure on the one ahead of them, to display skills in following closely behind another vehicle, etc.), all of which are dumb. There is always the risk that the driver or rider of the vehicle in front will brake to slow down or stop and the driver/rider of the vehicle behind will not be able to brake in time to hit (rear-end) the one ahead. Both time (reaction, headway) and space (distance between vehicles) are factors here as driver or rider reaction times vary and will affect the outcome of the chain of events should the leading vehicles suddenly slow down for any reason.

I was just explaining about Stopping Sight Distance (SSD) to a class of senior students and SSD very much applies to tailgating. Given varying traffic conditions along the roads, tailgating compromises the safe distance between vehicles and therefore too often leads to situations that lead to road crashes. Rear-end collisions in turn often lead to traffic congestion and raise the costs brought about by such incidents. In most cases, this happens because authorities are unable or incapable of managing the aftermath of the incidents where parties involved often argue in the middle of the road without regard for other road users plights. These cases need to be resolved quickly and efficiently in order to remove these obstacles from the road.
