How my students see transport and traffic

With social media and the ascendance or popularity of influencers and the like, we have often encountered assessments or opinions about transportation and traffic. While there are those that make sense, there are more that are of the rant variety. The latter include the self-righteous who seem to relish bashing professionals and government officials while not being able to present much in terms of their own accomplishments. I am aware of my students (including research advisees) being aware of these people and I often see them posting their comments on topics, articles and opinions being shared on social media. For most, their comments and posts on social media show they’re being more informed than most, especially about the state of transportation in the country.

Here are some observations and comments from my students:

  1. One of my students asked me about my take on the public transport situation. I replied that it is unfortunate that public transportation has deteriorated the way it has for the past decades. The current state is not due to recent policies or regulations but a product of various policies, regulations and even trends over so many years. My student countered that perhaps the current officials must not make an excuse of the past in failing to act in the present.
  2. I always read about posts that anchor their arguments on the supposed low car ownership in Metro Manila. These are usually followed by calls for taking lanes away from car use for public transport and cycling. While I agree with the latter, I don’t with the former arguments. A student was curious about my statement in one lecture that we need to validate the numbers because what we see on the streets appears to be inconsistent with the notion of low car ownership. There are other ways, she said, to determine vehicle ownership other than the conventional HIS data. We could probably use the Family Income and Expenditure Survey (FIES) that is regularly conducted by the Philippines Statistics Authority (PSA). This will show if people own motor vehicles as well as how much they spend for transportation.
  3. I asked my students to critique the plans and implementation of airports in the Greater Capital Region (GCR) also known as Mega Manila, and which is larger than the NCR Plus used to refer to Metro Manila plus Bulacan, Rizal, Laguna and Cavite. I was not surprised about their assessments as all of them did their homework in the sense that they researched on information and data they could use for their critiques. Most were in favor of developing a new capital airport in Bulacan rather than in Cavite. And many favored the continued operation of NAIA but with reduced air traffic and a different role.

More on these opinions, observations and comments as I try to recall the more remarkable or notable ones.

Opinions on the current transportation situation?

Some people were asking me about what I thought about certain issues and reports on transportation. To be honest, while I am involved in some projects including one on road safety, I have been busy (or swamped is probably a more suitable term) with administrative duties at the university. While I take a peek from time to time, as is my habit, to see what’s happening, I have much less time to really engage or get involved in discussions. Whereas before, I easily get myself into typing comments and engaging in some discussions about transport issues particularly in social media, I now quite easily turn away and let it be. There are, after all, a lot of people experts, pundits, advocates, even trolls who are “slugging it out” with their opinions on just about anything on transport.

While I am amused at many discussions or posts, I now find myself not at all wanting to get involved unlike before. I think perhaps I have done my part and continue to do so in ways and avenues where I am more effective and where my time and effort is not wasted and more appreciated. I have never been the loud person in a room and have always tried to have my work speak for myself.

The indifference is the product of many factors and circumstances including becoming tired of doing interviews with conventional media. Nowadays especially, when media seems engrossed on having content by the minute; never mind the substance. Basta may ma-report or ma-post (As long as their is something to report or post).

Well, here’s a few thoughts about what seem to be trending these days:

  1. There is still a lack of public transportation supply considering the increasing demand (more people are back to their workplaces and schools are already reopening!). Government agencies still seem to be clueless or perhaps just want to push the original rationalization and modernization programs despite the pandemic changing the game for commuting demand. Due to the lack of public transport, more people are taking to private vehicles but certain observers apparently see only cars (which they automatically equate to ‘private vehicles’). Motorcycles are also increasing in numbers and allowing motorcycle taxis will mean people will turn to these for commuting/transport needs.
  2. Cable cars won’t solve Metro Manila transport or traffic woes. Even if one will consider where they will fit or may be suitable, this is still a band aid solution considering all the solutions including the ones that are obvious or staring us in our faces (yes, allow the conventional jeepneys and buses back for now) that are available but government stubbornly rejects. As for the senator who broached the idea, I think he did so mainly for media mileage (and the mainstream media quickly snapped it up!) – para mapag-usapan. As they say – it’s so showbiz!
  3. I still believe that the experiences from the pandemic strongly provide us with the evidence to support a continuation and sustaining work-from-home or remote work set-ups. This actually ‘solved’ traffic during the heights of the pandemic and yet we choose to revert to the old normal set-up. People are languishing, suffering as they spend long travel times in their commutes. These are unproductive time that people could have spent more efficiently and productively (not to mention more meaningful) at home.
  4. I support children going back to school but not for 100% of their times. We definitely know that a 100% study-at-home set-up is not for everyone and the last two years have affected our children including their need for face-to-face interaction with other children (classmates) and adults (teachers). Still, we can have a blended set-up where perhaps we can have children come to school 2 to 3 days in a week rather than the old normal of 5 to 6 (even 7 in some schools) days. Other tasks and learning activities can be done effectively at home. This also could help ease traffic and travel demand especially in urbanized areas.

Free public transportation services?

We start August with an article share. Much has been said and written about public transportation being a basic right for people. And the experiences during this Covid-19 pandemic have shown us just how efficient and adequate public transportation can help make our lives better in terms of addressing our commuting or travel needs. Here is a very informative article that should make sense from the perspective of the general commuting public:

To quote:

“Free fares might not get everyone out of cars, but will convert some journeys, which benefits everyone in terms of carbon reduction and improving local air quality—and even helps drivers by calming traffic. Free fares won’t pull low-income people out of poverty, but will keep money in their pockets and ensure everyone can travel when they need to. Ditching fares comes at a cost, but there are savings to be had by not investing in expensive ticketing systems and wider logistical and societal benefits…
Public transport should be considered a human right, alongside access to health and education.”

Of course, service quality is a major concern here in the Philippines but isn’t it everywhere else? The question of sustainability should be a rather complex one considering we haven’t truly understood and translated the benefits that can be obtained from providing high quality public transport services vs. being car-oriented. Congestion pricing, for example, could very well provide the funds to improve, upgrade and maintain desirable public transport services (i.e., desirable from the perspective of most commuters and not just the lower and middle income people who more regularly or likely to take public transport than other modes of transport).

On the benefits of developing and investing in active and public transportation

Here is another quick share of an article with a very relevant and timely topic – the business case for multimodal transport planning:

To quote from the article:

“Conventional planning tends to undervalue non-auto mode improvements by assuming that each additional mile of their travel can reduce, at best, one vehicle mile traveled. In fact, in many situations they can leverage much larger reductions in vehicle travel, meaning that each additional mile of walking, bicycling, or public transit can reduce more than one vehicle mile … As a result, walking, bicycling and public transit improvements can provide much larger vehicle travel reductions and benefits than is commonly recognized.”

There is a box referred to in the preceding quote. I will not reproduce it here so I leave it up to the reader to go to the original article by Litman to find out how active and public transport can leverage additional travel reductions. Understanding these and the extend by which we can be independent of car-use (referring to non-car travel demand) will allow for a better appreciation, travel-wise and economics or business-wise, of the advantages of developing and investing in active and public transportation infrastructure and services.

Flashback: Transport Infrastructure Framework Plan for the Philippines

I was reading an article yesterday about the outgoing NEDA Director General stating that Philippines needing a long term strategy for infrastructure development that will address the shortcomings or gaps due to unsolicited proposals. There was already something like this drafted almost a decade ago and under the auspices of the returning NEDA DG. Unfortunately, while NEDA accepted the Final Report of the study, they never adopted it as a policy that could also be imposed on agencies like the DOTr (still DOTC back then) and the DPWH. So for a sort of Throwback Thursday and on the last day of the Duterte Administration, I am sharing the promotional video produced for the framework plan that was supported by The World Bank.

The study was conducted by Cambridge Systematics (not related to Cambridge Analytics as far as I know) and was implemented at the same time as the JICA Dream Plan study for Mega Manila. I recall there is also a video on the latter and it listed all the infrastructure projects needed to address the transport problems of the Greater Capital Region. The Infra Framework Plan for the country mentions the various infrastructure projects ongoing and proposed for the Philippines but focuses on the soft side (i.e., strategies) including the reforms and institutional set-up that need to be in place for everything to come together and produce the desired outcomes in the long term. Sadly, strategies and plans are not well appreciated despite their being essential as foundations. While the Build, Build, Build mantra of the outgoing administration is worth praising for attempting to do the catch-up needed in as far as certain transport infrastructure is concerned, it falls short of what are necessary and to be prioritized. Instead, it ended up accommodating projects that are “nice to have” but should not be prioritized considering our limited resources and the undesirable foreign debt racked up by government. Hopefully, the returning NEDA DG and other officials will be able to steer the country clear of the current and future crises that may end up bringing more hardships on Filipinos.

On floods, transport and traffic, again

It’s that time of year again when the heavy rains lead to flash floods along many roads. I took the following photo as we slowly progressed towards Cainta Junction early this week. The Felix Avenue approach was flooded after more than an hour of heavy rains fell upon Cainta and neighboring towns. We learned later that the rains fell on a larger area as EDSA and other major road in Metro Manila also experience flash floods. These cause traffic to slow down if not outright stoppage. Many commuters can get stranded when PUVs are not able to run due to the floods. Deeper waters mean light vehicles including motorcycles and bicycles cannot proceed along certain roads, further exacerbating the traffic situation.

Motorcyclists emerge from their shelters to travel along flooded roads. A common sight when there are downpours are motorcyclists huddling under overpasses, bridges, or whatever shelter may be available to them. Many bring rain gear but opt to just stop and wait it out until the rain stops.

A cyclist braves the floods – while pedestrians will likely stop and wait it out for the rains to stop or for the floods to subside, cyclist might just pedal on. They just have to be more careful as potholes and other dangers may be hidden by the floodwaters.

Cainta Junction has been submerged by so many floods over so many years. Even with the new drainage constructed under and along Ortigas Avenue Extension, Felix Avenue and Bonifacio Avenue, it seems their capacities are not enough to handle the rainwaters. That or perhaps their intakes need to be redesigned to more efficiently take on the heavy rains and the resulting runoff.

 

Suffering and salvation for transport and traffic

I shared the following photo on social media with the label “Kalbaryo at Kaligtasan”:

The label or title has double meaning. Conspicuous in the photo is the image of the Crucifixion atop what is a small shrine along Circumferential Road 5 across and facing SM Aura. The image appears to be a reminder or symbol of suffering but with the superimposed image of traffic congestion, alludes to the suffering endured by motorists on a daily basis. The “kaligtasan” or salvation part of the photo is in the form of the cyclist or the bicycle (I really have to explain that, right?) that offers an alternative or even hope for those who seek it. One thing the pandemic has taught us is that active transport in the form of walking or cycling is part of the solution to the transport problems we are experiencing. Public transport, of course, is touted as an ultimate solution but the reforms and infrastructure required are and will take time to implement, and these are already encountering problems leading to further delays or ineffectiveness.

Articles on railway safety

I shared a link to a Medium writer who specialized on articles about air crashes. These were investigative articles that provide details about air crashes especially since these are all tragedies and include those that have remained mysteries like Malaysian Airline Flight 370.

Again, there is much to be learned about these incidents. The circumstances, factors and experiences need to be examined in order to draw lessons from these incidents and reduce the likelihood of them happening again. In the case of the Philippines, this is especially applicable as the country rebuilds its long distance railways infrastructure with a line connecting Manila and Clark, Pampanga along what used to be called the Main Line North (MLN) of the Philippine National Railways (PNR), and another currently being rehabbed and for upgrading to the south in what was called the Main Line South (MLS). Other rail projects are also underway like the Metro Manila Subway and the MRT Line 7. All pass through populous areas, and railway crashes may not just lead to passenger and crew fatalities and injuries but also the same for those residing or working along these rail lines.

On phasing out cars in cities

I think these articles are a must read especially for students (and not just practitioners or professionals) and is sort of a crash course on transportation engineering and planning. It covers many concepts and learnings from so many decades and touches on certain programs that are most effective in reducing car trips. Are we ready to confront congestion and at the least start discussing these car trip reduction programs? Or are we content with the current discourse, which remains car-centric?
