Manila East Road

The Manila East Road is located in the province of Rizal to the east of Metro Manila. The section of the highway featured in this post connects the towns of Taytay and Angono in the province of Rizal while also in the vicinity of Antipolo City, Cainta and Binangonan. References will tell us that the road actually stretches all the way to Laguna where it passes through the towns of Pangil, Pakil and Paete along the east coast of the Laguna de Bay and continues through more towns of Laguna until Calamba.

The following photos were taken one rainy afternoon while we were listening to the radio about senators giving their individual verdicts on the first article of impeachment for the Chief Justice of the Supreme Court of the Philippines. While there are rain drops visible in the photos, these did not obscure the view of the highway allowing us to take good enough shots to illustrate the stretch of the road from Angono to Taytay (junction with Ortigas Avenue Extension (R-5) and just before the ascent to Antipolo). It is supposed to be part of Radial Road 5 or R-5 but other references also point to the continuation of Ortigas Extension through Antipolo and Teresa as also part of R-5. These roads eventually converge in the town of Morong, Rizal.

Descending from an exclusive resort where we just had a workshop hosted by a national government agency, we traveled along a section that was a 4-lane undivided road being widened to have 3 lanes per direction. While there’s a sidewalk on one side, the other side did not have pedestrian facilities.

The section, it turns out, is a continuation of what was already a 6-lane highway as shown above.

The 6-lane section, however, constricts into 4-lanes near the junction to the original road passing through Angono town proper. Pavement conditions were good but most markings have faded or non-existent.

Typical of rural highways around the country, there is a proliferation of tricycles traveling along the Manila East Road. These often cause congestion due to their operations including having informal terminals along the highway.

The lack of pavement markings can be a source of confusion for motorists who are not guided and would have the tendency to encroach into the paths of other vehicles.

Rather simple sign to mark the boundary between Angono and Taytay. Elsewhere, there would have been an arch designed and put up by one of the towns and reflecting its character or showing off products or attractions.

Shanties and other structures of informal settlers line up along this section of the road, effectively constricting traffic. This is supposed to be a 4-lane section (perhaps more if we check the RROW) but roadside friction including the presence of roadside parking and informal structures reduce space to about 3 lanes as shown in the photo.

Most properties along the stretch of the highway seem unaware of building code provisions for pedestrian sidewalks and clearance in front of the building. These are matters that should have been inspected and ensured by local government.

Taytay is one of the more densely populated towns of Rizal and would probably already qualify for cityhood ahead of many other LGUs that became cities in the last few years despite having shaky incomes among other qualifications. Land use planning, however, does not look like something that was undertaken for much of the areas adjacent to the highway.

Pedestrians practically cross anywhere along the highway, with most like the man with a child in the photo seemingly uncaring about the risks posed by motor vehicles. In the case above, there are no pedestrian crossing signs or markings but in places where there are such designations people rarely follow the zebra crossings mainly out of ignorance and partly out of stubbornness.

Along one section, the road widens and has along the Ortigas-bound side (right in the photo) a 2-lane service road separate from the main carriageway by a narrow concrete island. The service road is also plagued by parking though its purpose seems to be that for loading and unloading of passengers.

Electric posts are located dangerously close to the road and would probably fall over if hit by a wayward vehicle. Such is probably the result of road-widening and shortcomings with coordination with the utility company as well as some fault, too, with the utility company as well.

There are short bridges along the highway due to the streams that run across the road from the mountains in the east to the general direction of Laguna De Bay and the Manggahan Floodway to the west. These bridges also tend to limit the width of the carriageway as shown in the photo.

After the bridge, the road widens back to 4 lanes and complete with standard markings. For the entire length of the road from Angono to Taytay there is a trend, based on our observations, that sections alternately widen and narrow based on the developments on either side of the road.

On-street mayhem is when you mix different kinds of vehicles and pedestrians on the road in the Philippines.

What is supposed to be a 4-lane road seems like a 2-lane carriageway because of some delineations missing and vehicle tending to hog the equivalent of 2 lanes like the vehicle in front of us.

Bonifacio passes through the town centers of Cainta and Taytay but is usually a very congested road having a narrow 4-lane carriageway that’s effectively a 2-lane road. The Manila East Road effectively bypasses that road. Notice that after the junction, the road markings are all there.

This section has a total of 8 lanes based on the pavement markings but effectively has only 6 as the outermost lanes are often occupied by parked vehicles or used by pedestrians in the absence of sidewalks along either side of the highway.

The barriers seem to be quite porous and I only wonder if anti-jaywalking policies are enforced in the area.

The  DPWH and the local government had a measure of success in recovering land from encroachments and easing informal settlers off from the RROW, something that should probably be undertaken but which requires much more effort along sections shown in the previous photos.

Road widening was still being implemented along the Ortigas-bound side of the highway when we passed through. There was no congestion though since the carriageway was wide enough to carry the light traffic during the early afternoon.

The 8-lane section narrows to the equivalent of 6 lanes though the pavement markings seem to indicate only 4 lanes as shown in the photo. Already visible in the photo downstream of our position is the Tikling Junction – the intersection of the Manila East Road with Ortigas Avenue.

Montalban Highway

The Montalban Highway is located between the junction with J.P. Rizal Avenue in Rodriguez, Rizal (formerly known as the town of Montalban) and the junction with Payatas Road in Quezon City, Metro Manila. It serves as part of an alternate but somewhat longer (distance-wise) route between Metro Manila (via QC) and the northern towns (San Mateo and Rodriguez) of Rizal Province. The other route is through the Batasan-San Mateo Road, which also has a bridge crossing the Marikina River. While it is longer, it is often the less congested road and may  perhaps offer faster travel (shorter travel times) between QC and San Mateo or Rodriguez. It is definitely the faster route to Montalban since travelers won’t have to pass through the town proper of San Mateo, which can get congested due to the local traffic and narrow roads.

The road is a 4-lane/2-way highway with a median island with a plant box separating opposing traffic.

Traffic is a mix of cars, tricycles, jeepneys, buses, even bicycles and pedicabs.

Along the highway is the Montalban Town Center, which has buildings on either side of the road midway through the highway. The buildings are connected by a covered elevated walkway.

Past the town center is the Montalban Public Market and the area reminds of what Kalayaan Avenue in Makati City looked like before it was widened.

We couldn’t understand exactly what the tagline “committed to change with honor” really meant, especially when it’s placed together with the sign for the market.

Tricycles easily clog up the highway with many trying to get passengers by slowly traveling along the curbside.

Past the commercial/market areas, traffic is free-flowing.

There’s a steel structure alongside the bridge that carries water pipes. From distance, the structure together with the bridge makes it look like the San Jose Bridge is a steel structure.

What looks like a hill at the end of the highway is actually part of the La Mesa Dam reservoir and watershed.

After crossing the bridge, traffic is still light but vehicles generally slow down as they approach the end of the highway where there is a junction.

It turned out that vehicles were also slowing down due to major waterworks being conducted at the intersection of Montalban Highway and Payatas Road.

Electric vehicle revolution in the Philippines

It started with the deployment of the first electric jeepneys and tricycles about 5 years ago. Today, electric vehicles are the rage in the Philippines with public transport being the main application of the e-vehicles. Makati already has 3 operational e-jeepney routes including the first e-vehicles to be registered and the first franchise for public transport. E-trikes have been operating in Bonifacio Global City in Taguig as well as in limited numbers in Puerto Princesa, Surigao and Boracay. During the 2nd Electric Vehicle Summit held last May 24-25, 2012 at the Meralco grounds, models of various electric vehicles for private and public transport use were on display for people to inspect and appreciate. These included cars, motorcycles, tricycles, jeepneys and a bus. Special mention goes to the Segway booth and its clone, which featured more personalized modes that are not really in the same category as most of the e-vehicles on display.

Electric motorcycles with one having a sidecar, which is the same form of the traditional tricycles that are the dominant public transport mode in local roads, many small cities and rural areas in the country.

The electric jeepney that is also locally assembled with the motor and controller the only major components that are imported. I think this model is the latest one and has a more powerful motor that allows the vehicle to negotiate steeper slopes. Other models are currently operating in Makati City (CBD) and as shuttles in shopping mall complexes and industrial areas.

The electric bus imported by a company affiliated with Victory Liner, one of the largest provincial bus companies in the Philippines was a popular attraction during the summit.

There are still many issues pertaining to the deployment or operations of e-vehicles in the Philippines. Among the more important ones involve costs and the need for infrastructure such as charging stations to support e-vehicles. Unlike the experiences in other countries, especially in Europe, the e-vehicle initiatives in the Philippines are mainly for public transport rather than for private use. In fact, the DOE’s E-trike project together with the ADB looks to the deployment of 100,000 e-trikes to replace traditional tricycles around the country. This seems to be a small initiative considering Metro Manila alone has about 250,000 legally operating tricycles (there are quite many illegally operating units) and an estimated more than 1.5 million legal units around the country. But such initiatives if carried out and evaluated scientifically, systematically and objectively will surely go a long way to addressing transport problems in this country. The Makati e-jeepneys already provide a good model for replication elsewhere and soon, more studies will be underway to evaluate such vehicles in comparison with the traditional jeepneys and the emerging Auto-LPG variant. With an impending law that will provide incentives for electric, hybrid and other alternative-powered vehicles, e-vehicles will be here to stay and perhaps effect a transformation of Philippine transport.

PhP 21.5 B for electric tricycles

Another article came out today, this time from GMA News about the NEDA’s approval of a PhP 21.5 Billion project for electric tricycles. The approval of the project is said to be based on the evaluation of a feasibility study submitted by its proponent, the Department of Energy (DOE). I have not yet seen this FS and I am not aware of any formal studies in this regard that has been made public so I cannot make a fair comment with regards to what the NEDA had as reference materials in their assessment. I am aware of one private initiative where UP was involved but to my knowledge this has not been disseminated or shared by the Client to government agencies. Though caution is still very much necessary and desired when moving forward with this e-trike project (What would happen to spent batteries? Is there adequate technical support? Charging stations? Policies regarding phasing out conventional tricycles?), it is hoped that this will be one of those “tipping point” moments that will ultimately benefit the country.

The National Economic and Development Authority (NEDA) approved a P21.5-billion project to promote sustainable transportation and achieve energy efficiency.

The Market Transformation through Introduction of Energy Efficient Electric Tricycle (E-trike) Project will reduce fuel consumption of tricycles by 2.8 percent, equivalent to 560,926 oil barrels, NEDA said in a statement Monday.

“The project will distribute 100,000 E-trikes to tricycle operators on a lease-to-own arrangement, replacing their old gas-fed and two-stroke gasoline engine units. This way, we are also able to protect our environment,” according to NEDA, citing Socioeconomic Planning Secretary and NEDA board vice chair Cayetano W. Paderanga Jr.

“The electric tricycle is a specially designed, highly efficient tricycle that runs on a motor powered by a battery charged by electricity. E-trikes produce no noise, no tailpipe emissions, and represent an opportunity to make public transportation in the Philippines more environmentally conscious while improving the livelihood of tricycle drivers across the country,” reads the project description on the website of Asian Development Bank, which is financing part of the project through a P12.9-billion loan.

The project was proposed by the Department of Energy (DOE).

Additional financing will come from the Clean Technology Fund (P4.3 billion loan and P43 million grant), Clean Development Mechanism facility (P860 million), Philippine government counterpart funding (P3.397 billion).

Early this month, the DOE selected 10 winners in a nationwide contest for the best E-trike design on a theme of “Bright Now! Do Right, Be Bright.”

According to the DOE, the design is optimized to ensure structural integrity.

ADB explained that the project gives tricycle drivers the opportunity to lease or lease-to-own the E-trikes by paying less than 200 pesos a day, which translates to a higher take-home income.

“For example, a conventional tricycle needs between 5 and 7 liters of gasoline to travel approximately 100 kms, costing P250 to P350. To travel the same 100 kms, an E-trike will use between 3 kWh and 5 kWh of electricity, costing only P30 to P50. The 200 peso difference in fuel savings will help the driver pay for the cost of the E-trike,” ADB added.

The pilot project was launched in April 2011, with 20 E-trikes deployed in Mandaluyong City. The E-trikes use two different types of lithium ion battery technology—the 3 kWh and 6 kWh battery packs.

Models with the  3 kWh battery pack can run as far as 50 km on a single charge, and can be recharged to 80 percent in under 30 minutes at fast charging stations. Models using the 6 kWh battery pack can go up to 100km on a single overnight charge.

Sen. Edgardo Angara, who heads the Congressional Commission on Science, and Technology, and Engineering, lauded the E-trike project, saying the use of e-vehicles could lower air pollution levels and lessen the dependence on oil.

“Once thousands of E-trikes begin to be manufactured, many new jobs could be created. Working together, we can give Manila cleaner air, bluer skies, and a more livable environment,” Kunio Senga, director-general of ADB’s Southeast Asia Department, said in an earlier report.

The Quezon City government is preparing pilot test the E-trikes. According to a news release, the city has conducted an Eco-Driving Training for Quezon City Tricycle Operators and Drivers Associations (QC-TODA).

Discussed was the impact of good driving behavior, proper engine maintenance for lesser emissions and reduced maintenance cost as well as increased fuel saving for the current conventional tricycles operating in the city.

QC will be given 22,000 E-trikes over five years—the largest allocation among LGUs in Metro Manila—2,000 this year and 5,000 every other 4 years.

“The project is expected to complement the city government’s continuing effort to mitigate the ill effects of pollution on public health and safety. This would also pave the way for the gradual phase-out of conventional tricycles now plying city roads,” according to a statement by the Quezon City government.

Under Phase I of the project, 20,000 E-trikes will be distributed to operators in Metro Manila, Boracay, Puerto Princesa City, Cabanatuan City, and Davao City from 2012 to 2013.

Eighty thousand units will be distributed to operators in municipalities and cities that are still to be determined under Phase II (2013 to 2016).

NEDA said the project aims to promote, establish and develop electric-vehicle support industries such as battery leasing, recycling and disposal, and motor supply chain and charging stations.

But the Electric Vehicle Alliance and the Partnership for Clean Air are questioning the project, saying its funds were reallocated from the renewable energy industry—originally stipulated in the Clean Technology Fund.

Greenpeace is also not happy with the project.

“Why are we rushing this project?” asked Greenpeace Southeast Asia campaigner Francis Dela Cruz.

While E-trikes are not bad in terms of technology, Dela Cruz said
they are not necessarily good for the environment. “Hindi siya magiging source ng mobile pollution, but because you use power outlets to charge, you are just shifting to a stationary source of pollution—the fossil fuel-fired power plants,” he said.

In addition, the project-mechanism that involves LGUs as lenders make the project seem dubious to Greenpeace.

“Kaya bang magpautang at maningil? Baka magpapautang tapos hindi maniningil, ang magbabayad ang taong bayan,” Dela Cruz said, noting this will be unfair to taxpayers who don’t benefit from the project but may end up having to indirectly pay for it. — VS, GMA News

First franchise for the electric jeepney

The first franchise for electric public transport was issued by the Land Transport Franchising and Regulatory Board (LTFRB) in favor of the electric jeepneys that currently service routes in the City of Makati, the financial center of Metro Manila. An article featuring the LTFRB’s issuance of the first electric vehicle franchise may be found here. Initially, these e-jeepneys were operating with support from the Makati City Government, which had the foresight for environment friendly public transport. But despite the formality of their routes in that city’s CBD, the e-jeepneys could only rely on donations, being unable to charge fares in part due their having no franchise to authorize them to do so.

The journey towards this first franchise was a long and somewhat arduous one. It took quite some time for the e-jeepneys to be recognized and registered under the Land Transportation Office (LTO) as the agency didn’t have guidelines that were flexible enough to admit a new generation of vehicles birthed by the desire to come up with low emission, low carbon transport to address environment concerns. For one, as the popular anecdote goes, the LTO was insisting on the vehicle having a tailpipe! Another story involved inspectors being dumbfounded by the vehicle not having a conventional engine (the e-jeepney had an electric motor). There are other stories (some probably tales) about other obstacles that the proponents of the e-jeepney had encountered from government as well as their own ranks (e.g., businessmen who just wanted to make a quick buck and weren’t really looking at the medium and long term of e-vehicle applications and deployment). And these add up to the significance of their accomplishments up to this point.

It is very fortunate and definitely admirable that proponents of the e-jeepney led by the Institute for Climate and Sustainable Cities (iCSC) and active players such as the Clean Air Initiative for Asian Cities (CAI-Asia) and those in the private sector have passionately and persistently pushed for the mainstreaming of electric vehicles. The group, now under the umbrella of the Electric Vehicle Association of the Philippines (EVAP) has been able to get the attention and support of bigger players such as Meralco and its mother corporation Metro Pacific. In fact, EVAP has been very strong in their lobbying for incentive to electric, hybrid and other vehicles using alternative energy sources. Perhaps with the continued, unflagging efforts of the group we will eventually see the transformation of Philippine road transport to one that is environmentally sustainable.

Theirs is a group that is very well grounded, knowing that the stakes are high and that the public and the transport sector need to be convinced of the viability of e-vehicles. The social and economic aspects of e-vehicles replacing conventional local transport modes such as the jeepney and the tricycle are quite complex when seen from the perspective of livelihood; a topic that seems to have been taboo to transport planners and policymakers. Yet, it is a topic that would ultimately have to be dealt with or addressed if real transformation is to be achieved for road public transport even outside the realm of the e-vehicle initiatives.

Transport, after all, is not entirely an energy issue or something simplified into such.  This is why the various agencies need to work closely together and with organizations like the EVAP, the academe and international agencies like the ADB and the WB. It is a challenge to all concerned, and most especially to the DOTC, the DENR and the DOE to collaborate and encourage discussions in order to effect meaningful changes to our transport system. This should be pursued instead of the current set-up where national agencies like the DOTC and DOE appear to be working independently of each other while dealing with the same concerns. This can be problematic as well as wasteful in terms of time and other resources (e.g., funds), and may lead to confusion to the people and organizations involved.

Informal rail transport

After my talk at the Ateneo De Naga, we went around the city to have a look at its roads and transport. As we had already seen the previous day that there were motorized trolleys in that city, we made it a point to visit one informal terminal located at a junction. The following photos are a documentation of our taking a closer look at informal rail transport in the Philippines.

Taking a closer look at the motorized trolleys of Naga City – our driver Roy speaks to two drivers/operators of the trolleys to ask them about operations. The trolleys are not so much different from the one we saw along the road while traveling through the towns of Quezon Province and certainly look like their relatives in Manila. They are made of light but sturdy bamboo with the occasional metal parts and some have makeshift couplers in case two or three are connected to form trains! The trolleys even have benches to allow for a few seated passengers.

Passenger mix – the trolley service is popular to different users including students and laborers. They are cheap and the most practical (direct) mode of transport to their home, which are located along the railway line. Note the concrete ties for the tracks, indicative that this section has already undergone rehabilitation in the past when the old wooden sleepers were replaced by concrete ties.

 

Informal freight transport – goods like rice and flour are also transported using the trolleys. I assume there are also stores in communities along the tracks and that the most convenient way of transporting commodities (paninda) would be via this mode.

Motor power – while most if not all the trolleys in Manila are human-powered (partly because they should be light enough to lift in case trains do come given the increasing frequency of PNR commuter line services), the Naga trolleys use motors similar to that being used by boats.

Driving wheel – while trains may be powered by locomotives, the trolleys have motors typically used by pumpboats and by the tricyboats found in the Visayas and Mindanao (tricycles powered by the same motors). The driving wheel is connected to the motor to move the vehicle and the contraption on the lower right and just beside the driving wheel is the brake mechanism. Thus, the driver is usually positioned just behind the motor where he has access to both the motor and the brakes.

Fully loaded – a single trolley can carry as many as 25 passengers depending on their weight and size (more if there are many children in the mix). I think there are about 24 passengers on this trolley about to depart from the informal terminal.

 Off they go – with a full load and each person paying 10 pesos for the ride, the driver can earn about 200 pesos for one run or 400 for a roundtrip. Operating costs are quite simple including fuel and maintenance costs. On a typical busy day, a driver can have about 5 round-trips. Note how close houses are to the railway tracks.

Next in line – the driver of the next trolley positions his vehicle and waits for passengers. We estimated it took something like 15 to 20 minutes to get a full load during the afternoon peak period when we were at the informal terminal. It would probably be longer during the off-peak periods.

I can imagine that with the resumption of the Bicol Express service between Manila and Naga City, the people operating the trolleys would eventually have to deal with more frequent arrival of trains. Currently, the PNR services would probably pass through the trolleys’ service areas during the night-time so there will be very limited conflict at present. However, further rehabilitation of the Main Line South and the resumption of services all the way to Legaspi City should already serve as a notice to informal rail transport and the concerned local governments that the days of the trolleys are numbered.

A glimpse of transport in the Philippines – General Santos

I’ve been fortunate to travel around the Philippines due to my line of work. In some cases, it is for our training programs, for others we do fieldwork for technical assistance or consultancies. You get to see not just the nice places around the country but also get to see transport in other cities and towns including a glimpse of its character and the behavior or preferences of its users. In the previous posts, I have included photos I’ve taken myself of some transport curiosities and there are many more that I have collected over the last few years. I guess I just need to find time to sort through the many folders containing these photos. Unlike before when the conventional cameras required photo development and I had to scan each one that I intend to save for my lectures or for posterity, nowadays there seems to be no limit with what you can take with a digital camera except perhaps the battery life and the size of you storage media.

Below are a couple of shots I took during one visit to General Santos City (GenSan) in south western Mindanao. The scenes do have similarities with others I have taken in other cities like the one I took while traversing Kennon Road en route to Baguio City. I believe the first 2 photos were taken along the Digos-Makar Road also known as Asian Highway 26 (AH 26). Note what seems to be the comfortable state of the passengers sitting on the roof of the jeepney and the disregard for safety for the bunch on top of a local truck.

Local transport services for moving about in the city are generally provided by jeepneys, multicabs (which are actually a form of jitney service), tricycles and non-motorized pedicabs. There are also the informal motorcycle taxis (habal-habal) but these are to be found mainly in the outer parts of the city. Taxicabs generally ferry passengers to and from the airport. Buses and vans are used for inter-city or inter-town transport (i.e., long distance transport) and are banned from plying routes in the city center. These may only use the national roads to get to the terminals. Tricycles are actually banned from the national roads and this is indicated in the sidecar bodies. However, the enforcement is usually lax and you can take the tricycle almost anywhere using any road in the city. Perhaps it is really too difficult to implement the ban due to the number of tricycles?

Sustainability and the roads to Baguio

News about the garbage in Baguio City and the slide that caused the death of many in that city brought back memories of my last visit. That was back in June 2009 when we were conducting consultation workshops for the formulation of the national environmentally sustainable transport strategy. We stayed and held the workshop at a hotel that was a short walk away from the Good Shepherd Convent. The convent, of course, is famous for the strawberry jams and other delicacies bearing the convent’s name. Also nearby was the Mines View Park that used to give a breathtaking view of mountains covered with pine trees. Those among my older friends who were able to experience this many years ago attest to the pleasing scent of pine in the cool breeze that is also a characteristic of this city. Nowadays, the view is mainly of mountains covered with shanties and looking downwards you would have a good view of a lot of roofs and, surprise, even a couple of structures that look like graves! If you’re unlucky enough, you would be taking in the scent of smoke coming from something that is being burned nearby.

Another thing that caught my attention in 2009 was the uncollected garbage along the streets and in front of many houses and other buildings leading to the convent and the park. Residents explained to us that Baguio already had a garbage problem and that waste management and disposal has been an issue in the city for quite some time. Previous to this visit, I had the chance to go to the city a few other times, even staying there for almost week in 2004 when we were conducting another study. At that time, I was not aware of the garbage problem probably because the problem has not yet manifested itself as it did in 2009. It is sad that the city has done little to address such issues considering the many indications of impending (if not ongoing) disaster due to their waste. It is also disappointing to see their leaders pointing fingers at others but seemingly refusing to take responsibility for the tragedy of the garbage slide.

On the way up to Baguio, we usually take Kennon Road, which is usually my choice when riding our own vehicle, rather than the more common Marcos Highway. The latter is a relatively easier route that was constructed as a safer alternative to the two more traditional routes via Kennon or Naguilian Roads. I usually choose Kennon because the drive provides great vistas including those you can view from observations points along the road. During bad weather, however, Kennon and Naguilian can be treacherous with both being relatively narrow as compared to the newer and upgraded Marcos Highway. There are many incidences of rockslides or landslides that have often made these roads impassable. In fact, Kennon Road is usually only for light vehicles and can be challenging to those who are unfamiliar with its combination of curves and slopes. Naguilian is no longer a choice among travelers from Metro Manila as it starts further from both Kennon and Marcos. Buses and trucks commonly use Marcos Highway, which has slope protection along critical sections and even a roof along one that makes it look like a tunnel section. It is also easier to negotiate this highway for most motorists though there is one long climbing section just before you get off the highway that has caused many radiators to overheat or brakes and clutches to malfunction.

The photo below was taken as we negotiated a populated area along Kennon Road in 2009. Note the two jeepneys in the photo that are loaded with passengers. It was a surprise that no passengers were hanging by the door of the jeepney like what we usually see in Metro Manila during the peak hours. Nevertheless, such an image suggests that the public transport supply is no longer sufficient for the passenger demand along this route. Perhaps their numbers are no longer enough or maybe there is a need for a public utility vehicle with a larger capacity? One thing is sure and that the practice of overloading is unsafe and is a fatal crash waiting to happen given the geometry of Kennon Road. While this seems acceptable to many (I couldn’t even count how many people were sitting on the roofs of the jeepneys we passed.), this is not something that should be encouraged, and careful examination of services is necessary for both the local government (in this case Baguio) and the national agency in-charge (LTFRB).

Going electric in the Philippines

The Asian Development Bank (ADB) hosted and co-organized a forum on electric vehicles with the Department of Energy (DOE) today. The forum was divided into two parts where the first part included remarks from the DOE Secretary and two presentations from invited speakers. The second part included mainly presentations of experiences in the deployment of electric vehicle technology around the country and a presentation by the ADB on their program to support electric vehicle deployment in the Philippines.

In the first part, the DOE Secretary was very clear in his message in support of electric vehicles. He emphasized the importance of addressing concerns pertaining to the use of fossil fuels, mentioning the need for fuel efficiency and our transport system’s (over)dependence on fossil fuels. He also expressed concern over environmental aspects, recognizing the direct association between emissions and fuel consumption. His remarks was followed by two presentations on experiences on electric vehicle applications abroad. One presentation was mainly on the infrastructure for charging e-vehicles and included material on the experiences in China. Another was on battery technology but included also the different e-cars that are currently available in the market (e.g., Volt, Leaf, Tesla, etc.).

I must admit, modesty aside, that I was disappointed with the presentations as they were both mainly on private vehicle applications including electric motorcycles and electric cars. I was unimpressed, as were others, with the presentations that had material one could easily pick out of the internet. Even information on battery technology did not provide any new knowledge to most participants that included proponents/advocates of electric vehicles in the Philippines. The comment of one participant said it all when he mentioned that in the Philippines the focus was on public transport applications of e-vehicles.

The second part was more interesting, although two presenters tended to stray away from the topic of electric vehicles. The first presentation of the second part of the forum was delivered by the Congressman representing Taguig City. He did not use any slides but chose to make a rambling speech on Taguig’s experience during his time as mayor of the city. He explained his administration’s push for the e-trikes in Bonifacio Global City and made it appear as if his administration was progressive in its push and that the private sector (i.e., Ayala Land, which had a say on transport at BGC) did not have foresight. In truth, the question that needed to be answered at the time of their push was if the e-trike was the appropriate transport mode at the Fort. Ayala knew it was not but it was clear that Taguig insisted on the deployment of e-trikes at BGC rather than take the more progressive (radically) yet risky push of replacing conventional tricycles in the old Taguig east of C5. His speech was really more a conscious delivery of soundbites and I must say, was quite pretentious and self-serving. It was, for me, simply lip service and a waste of time. In fact, one person near us was already snoring by the time the Congressman finished his speech.

The second presentation was delivered by a representative of the Puerto Princesa Mayor. It was straightforward and wasted no time in explaining PPC’s programs and clearly showed their efforts in deploying environment-friendly transport systems. He also mentioned the incentives that the city has so far offered and proceeded to ask those present to partner with them in promoting e-vehicle use.

The third presentation was on Makati’s experience on electric vehicles. The presenter was city’s traffic consultant and I was expecting him to focus on the electric jeepneys now operating along three routes in that city’s central business district. Instead, he took up much time presenting on Makati’s transport plan including the proposed Bus Rapid Transit (BRT) system and its extensive pedestrian facilities that included walkways connecting buildings and to the shopping district. Nevertheless, his presentation had its saving grace in that it mentioned how the e-jeepney could serve as feeders to the BRT and how the pedestrian facilities complemented public transport services.

The fourth presentation was by a representative of Mandaluyong City, which is the first recipient of the incentives being granted by the ADB in support of e-vehicles. This was another straightforward presentation and clearly covered the main points of the e-trike application in that city including the infrastructure they put up for charging. These charging stations represented an innovation that can be picked up by entrepreneurs in coming up with a business model for charging stations. It was not clear though if Mandaluyong has set out to replace conventional tricycles as my impression was that the e-trikes they acquired will be on top of the existing tricycles plying routes around the city.

The fifth presentation was from Ateneo De Manila University, and focused on that school’s efforts to pilot e-vehicles for the use of their students and staff. The presentation mentioned their rationale and the apparent marching orders from their newly installed president, who is an acknowledged expert on environment, to address air quality in the vicinity of the campus. I found their presentation awkward and at the very least hypocritical of the fact that the problem they have to face is the overwhelming number of private vehicles the school generates and their continuing coddling of tricycles whose phase out along Katipunan is long overdue. Perhaps I will expound on this and other issues when I write about Katipunan transport and traffic in the future.

The last presentation was a quick one from the ADB. It was mainly on the ADB’s program supporting e-vehicle promotion. It was also explained why ADB chose to focus on tricycles and was unapologetic in their argument that tended to generalize the problem on transport in the Philippines. There was no mention of rationalization considering that there is actually an oversupply of tricycles and this too needs to be addressed.

While it is commendable that the ADB has extended assistance in the form of grants incentives to promote e-vehicles, there are still questions on the sustainability of this effort given that they chose to focus on tricycles. Of course, the statistics on the number of tricycles and their environmental and energy impacts clearly argue for addressing this problem pertaining to conventional motor tricycles. However, the ADB must realize that local government units (LGUs) can be quite fickle-minded or hard-headed in their approaches to public transport regulations. This is a fact given that there are few LGUs that have been successful in regulating tricycles and particularly in restricting their numbers and their operations along routes or areas where they are suitable. If we take a look at many cities, we will find tricycles running on national roads and causing congestion in CBDs. We would also see that many of these cities, among them highly urbanized cities (HUCs), have a need to graduate from these low capacity modes into middle or even high capacity vehicles.

It was noticeable that there were no representatives from the Department of Transportation and Communications (DOTC) nor its attached agencies like the Land Transportation Office (LTO) and the Land Transport Franchising and Regulatory Board (LTFRB) at the forum. Despite pronouncements by the DOE Secretary that the DOTC and the Department of Science and Technology (DOST) were on-board in the former’s push for e-vehicles, experience has shown that DOTC and its attached agencies have been the bottlenecks in the forward movement of e-vehicles. This includes the absence of clear policies pertaining to e-vehicles including their registration as well as the lack of direction pertaining to their mainstreaming as public transport modes (i.e., franchises). Also, lest we forget, all the talk on e-vehicles while being spearheaded by the DOE, is very much the province of the DOTC since we are, after all, talking about transport. It is the main responsibility and the mandate of the DOTC to see the e-vehicles through and lead in the mainstreaming of these vehicles in the context of environmentally sustainable transport. It is a pitch for e-vehicles that would go a long way into ensuring that a critical mass can be realized and that the tipping point for the shift to electric would be reached in the near future.

The pitch for electric public transport

Electric vehicles have been in operation as public transport modes in the Philippines since 2007 when electric three-wheelers were introduced at the Bonifacio Global City in Taguig City, Metro Manila. At the time, the City Government of Taguig bought the pitch by the proponents of the E-Trike and supported their trial operations that have since expanded but are yet to be legitimized due to the vehicles not being registered with the Land Transport Office. These could not “legally” charge their passengers since they also did not have franchises with the Land Transport Franchising and Regulatory Board (LTFRB) nor with the local government (i.e., like conventional tricycles).

Meanwhile, around the same time, another electric vehicle was introduced in the Visayas. In this case the vehicle was in the form of a national icon – the jeepney. Electric jeepneys were first built out of China and directly imported as a “proof of concept.” What were initially launched in Bacolod and Silay Cities in Negros Occidental were examined by local partners based in Manila, and eventually a locally manufactured E-jeepney came out in 2009, care of the Motor Vehicle Parts Manufacturers Association of the Philippines (MVPMAP) and Motolite with assistance from the Dutch Stichting Doen. The project quickly gained proponents including two very influential mayors and their cities – Binay of Makati and Hagedorn of Puerto Princesa. It is to the credit of the cooperation between the Institute for Climate and Sustainable Cities (iCSC, the original proponents of the E-jeepney) and Makati City that there are currently two E-jeepney lines in that city. But while the vehicles have been registered with the LTO (using the conspicuous orange plates), they have yet to be granted franchises by the LTFRB. The vehicle gained more attention when the newly elected Vice President Binay rode the vehicle to the inauguration. Currently, the E-jeepney is subject to studies at the National Center for Transportation Studies of the University of the Philippines and has gained interest from private firms as well as other researchers. Together, the E-jeepney and the E-trike represent the strongest cases for electric vehicle applications in public transport.

I reproduce below a news item from the GMA News website that features an initiative from the ADB that may finally push electric vehicles to gain a significant share of trips across the country:

The Asian Development Bank is offering as much as $280 million in loans for the Philippine government to finance a proposed re-fleeting program for tricycle drivers and operators shifting to electric motorbikes or e-bikes.

“The loan will be coursed through ADB conduit banks like Land Bank of the Philippines for re-lending to tricycle drivers who may want to shift into using e-bikes,” Environment Secretary Ramon Jesus Paje told reporters in a briefing Tuesday.

He said ADB will give 30 e-bikes as donation to city governments in the Metropolis.

“ADB wants to us to sample the bikes to see for ourselves that these machines are totally pollution-free. No emissions, less pollution,” he said.

If all Philippine tricycles are e-bikes, the country can save much as 20 million metric tons of carbon footprints a year.

“We could go into carbon trading. That will earn us dollar equivalent which we can use to offset a portion of the loan,” said Paje.

Tricycle drivers can save up to P300 in daily fuel costs with the use of e-bikes.

“Four hours of charging would only cost P40 compared to P340 for fossil-based fuels. The acquisition cost is about 20 to 30 percent higher than fuel-fired motorcycles but the overhead cost is certainly lower,” Paje said.

Of the total 5 million tricycles in the country, 2.8 million are in Manila.

The department said that the shift to e-bikes would reduce pollution 25 percent to 30 percent in the country’s urban centers by 2011.

As of 2009, the country’s total suspended particulates – a concentration of micro pollutants in the air – in all cities and urban centers is 134 micrograms per normal cubic meters, which is 48 percent beyond the normal standard of 90 micrograms per normal cubic meters.

The major sources of these particulates are diesel vehicles and coal-burning power plants. Dust from unpaved roads and construction activities contribute to the rise in particulates especially during summer months.

Vehicles contribute as much as 80 percent to air pollution, while the remaining 20 percent are from industries.

Department monitoring shows that more than 50 percent of vehicles are registered without prior actual testing by accredited Private Emission Testing Centers.

“If all vehicles are tested for emission prior to registration, the 30 percent reduction in particulates will be easily realized,” Paje said. —With MR Gavin/VS, GMANews.TV

The ADB initiative comes at a critical time when the national government is still finding its way with regards to local public transport modes, particularly how the tricycle has established itself as the primary (sometimes, the only) public transport option in cities and municipalities across the country. It is inevitable that the issue of proliferation and regulation of tricycles will have to be addressed. National and local government would have to discuss the nuances of the Local Government Code in as far as public transport operations, franchising and fare setting are concerned. On top of this, the time is critical also because there is a strong call for environmental sustainability; one that is anchored on the increasing awareness for climate change and its impacts. The long-standing perception is that the conventional tricycles contribute to the continuing degradation of our environment as the collective emissions from these vehicles effectively suffocate our cities, and the key is for local governments to realize this and be a major player in transforming local transport into the environment-friendly kind. It is, after all, in the best interests of their constituents that clean air be pursued to ensure that there will be a bright future for their cities and this country.
