A Bike Master Plan for Metro Manila, Metro Cebu and Metro Davao
Before Active Transport Week concludes this weekend, I would just like to share this collage from one of our staff at the National Center for Transportation Studies of the University of the Philippines Diliman. It is about the Master Plan developed for the three metropolitan areas in the country – Metro Manila, Metro Cebu and Metro Davao. I will share more details about this soon including a link or links to where you can download a copy of the plan.

The project concluded recently with the submission of the Final Report but most important is the Master Plan document that can serve as a reference for further development of bike lanes in the metropolises. I’ve seen the Master Plan and many of its provisions and recommendations can easily be adopted or is replicable in other cities and municipalities in the country. Perhaps, there should be a National Master Plan?

Star ratings for bicycles
I just wanted to do a quick share of a new method for evaluating road and bicycling infrastructure – cycleRAP. This was developed by the International Road Assessment Program (iRAP), which has established a star rating system as the international standard for road safety assessments. We currently use their Star Ratings for Schools (SR4S) to evaluate the school environment towards ensuring safe journeys for school children. Here’s the link to their website:
To quote from the site: “CycleRAP is an easy, affordable and fast method of evaluating road and bicycling infrastructure for safety. It aims to reduce crashes and improve safety specifically for bicyclists and other light mobility users by identifying high risk locations without the need for crash data.”

On how traffic enforcement enhances road safety
It seems to be a no-brainer and has always been an assumption to many traffic engineering studies including those employing simulation to determine the outcomes of various scenarios involving transportation. The element that is traffic enforcement, however, cannot be assumed as something uniform across countries, cities, barangays or even individual road sections and intersections (yet we often do assume uniformity and a certain level of strictness).

The article points to new research published by the US National Highway Traffic Safety Administration. The synthesis to that research may be found here while the full report is found here.
Such research and articles are very relevant especially as incidents like the one involving a driver running over an enforcer become viral and bring to the forefront traffic enforcement or the lack of it (some will word it differently – like why many drivers don’t follow traffic rules and regulations). The discussion must continue especially in the context of road safety.

Articles on railway safety
I shared a link to a Medium writer who specialized on articles about air crashes. These were investigative articles that provide details about air crashes especially since these are all tragedies and include those that have remained mysteries like Malaysian Airline Flight 370.
I am sharing today another collection of articles pertaining to transport safety. This time they are about railway or rail safety. Here is the link to the collection of articles from Max Shroeder:

Again, there is much to be learned about these incidents. The circumstances, factors and experiences need to be examined in order to draw lessons from these incidents and reduce the likelihood of them happening again. In the case of the Philippines, this is especially applicable as the country rebuilds its long distance railways infrastructure with a line connecting Manila and Clark, Pampanga along what used to be called the Main Line North (MLN) of the Philippine National Railways (PNR), and another currently being rehabbed and for upgrading to the south in what was called the Main Line South (MLS). Other rail projects are also underway like the Metro Manila Subway and the MRT Line 7. All pass through populous areas, and railway crashes may not just lead to passenger and crew fatalities and injuries but also the same for those residing or working along these rail lines.

On phasing out cars in cities
I’m sharing another article on reducing car dependence. The article was referred to by the previous series that I shared recently.

I think these articles are a must read especially for students (and not just practitioners or professionals) and is sort of a crash course on transportation engineering and planning. It covers many concepts and learnings from so many decades and touches on certain programs that are most effective in reducing car trips. To quote from the article, the top 12 programs based on case studies in Europe are:
- Congestion Pricing (12-33% reduction in city-center cars)
- Parking and Traffic Controls (11-19% reduction in city-center cars)
- Limited Traffic Zones (10-20% reduction in city-center cars)
- Workplace Mobility Services (37% drop in car commuters)
- Workplace Parking Charges (8-25% reduction in car commuters)
- Workplace Travel Planning (3-18% drop in car use by commuters)
- University Travel Planning (7-27% reduction in car use by university commuters)
- University Mobility Services (24% drop in students commuting by car)
- Car Sharing (12-15 private cars replaced by each shared car)
- School Travel Planning (5-11% reduction in car use for school trips)
- Personalized Travel Planning (6-12% drop in car use share among residents)
- App-Based Incentives (73% – proportion of app users declaring reduced car use)
Are we ready to confront congestion and at the least start discussing these car trip reduction programs? Or are we content with the current discourse, which remains car-centric?

On walkability and walkability scores
I’m sharing a couple of articles on walkability and walkability scores. The first one actually points to the second but provides brief insights about the concept of walkability while the second is a more detailed article on the findings of a study on walkability.

While the article puts emphasis on the topic of racial equity, such concept can easily be adapted and adopted for our purposes. For one, it could be interpreted as being inclusive if one is not comfortable with the term “race”.
Don’t miss downloading the technical appendix of their report. This will be very useful to researchers, practitioners and advocates of active transport.

Trivia: Why are school buses yellow?
Have you every wondered why are school buses yellow? Of course, the main reason is safety related. Here is a short article on why the color was chosen for school buses:

Articles on air crash incidents
I posted earlier this month about references online on railway crash incidents. This time, I am sharing a site where you can find articles about air crash incidents. There are many interesting articles here including some of the most well-known incidents that involved pilot error, weather-related crashes and those involving aircraft defects or issues. There are also articles here about terror attacks that led to air crashes.

I have shared a few of his articles before including one on the Concorde crash and another about the ill-fated Malaysian Airlines Flight 370. I have found these articles to be very interesting as the manner of writing is investigative and evidence-based. I have myself been in several near incidents, which I have related in this blog.

Paper: Estimation of Transportation Energy Demand of the Philippines Using A Bottom-up Approach
Our paper from a conference last year is finally published in an open access journal. The paper is on the “Estimation of Transportation Energy Demand of the Philippines Using A Bottom-up Approach.” Here is the abstract of the paper:
“In the years 2000–2016, the sector with the largest share of total final energy consumption in the Philippines is transportation with an average share of 34.2%. The study aims to estimate the baseline transportation energy demand of road, maritime, air and rail transportation modes in 2016 using a bottom-up approach. Through a bottom-up approach and utilizing available transportation activity and fuel economy/energy efficiency data from secondary sources coupled with primary road transportation activity and fuel economy and railway operations survey data, the baseline transportation energy demand of the Philippines is estimated to be 12,956.1 ktoe in 2016. A comprehensive estimation of transportation energy demand of the country using bottom-up methodologies with more detailed transportation activity and vehicle fleet of the different transportation modes is implemented. Finally, the collection and keeping of certain data that are critical in the estimation of the transportation energy demand are recommended.”
