Inappropriate designs for pedestrian overpasses

There was a photo that circulated in social media the last two weeks showing electric and telephone cables coming out of the stairs of a steel pedestrian overpass. It was obvious that the people responsible for both the overpass (MMDA) and the cables (power and phone utilities) did not coordinate their work and so people had to risk electrocution to be able to cross the street at what is assumed to be a busy intersection. Such is an example of unsuitable designs and bad implementation of infrastructure projects; in this case, that of a pedestrian facility. There are many other examples of these flawed execution of projects including electric posts in the middle of lanes after road widening projects, short span pedestrian overpasses that are not utilised by people (preferring to cross at ground level) because the road was narrow in the first place. Many are a waste of resources considering they may not have been required in the first place if careful assessment were made about the situation.

The pedestrian overpass under construction at the Masinag junction (photo below) is a good example of what looks like flawed design. The elevated walkway is narrow and is located right at the corners of the intersection. The width is important here because there are many people usually crossing at Masinag and the overpass can become congested for users. The stairs have not yet been constructed but if past designs of overpasses like this is to be considered, the stairs will likely be steep and therefore difficult to use for senior citizens, PWDs and children. Note, too, in the photo that the bridge already obscures part of the traffic signals previously installed at the intersection. This means the lights would have to be reinstalled or transferred so motorists can clearly see the signals.

My friends at the DOTC tell me that it is only a matter of time before the Line 2 Extension project is bidded out an construction finally goes underway. Depending on the the final design of the line and end station, there might be a need to revisit the pedestrian overpasses along Marcos Highway. Hopefully, they don’t become like the overpasses along EDSA that had to be raised more due to the elevation of the Line 3 facilities including the catenary for the trains. I’m sure there is a suitable design for pedestrian facilities for crossing the wide Marcos Highway. It only requires careful thinking and creative minds to come together to come up with the appropriate facilities.

Discouraging walking?

We were looking for suitable sites for a traffic survey along Espana the other day and had chosen the pedestrian overpass across Ramon Magsaysay High School as a possible site for a camera to record traffic flow along the avenue. Data from the video will be used to calibrate measurements from other cameras that are part of an intelligent system under development and supported by the DOST-PCIEERD. Those cameras are currently installed at a post at the junctions with Lacson Ave. and Vicente Cruz St. The system will also utilise data from the ASTI’s flood sensors near Lacson and San Diego. What we saw on the footbridge was not exactly a shocker to us as we anticipated the conditions on the overpass. However, we all agreed that the conditions of such pedestrian facilities need to be improved significantly and in such cases as this footbridge, immediately!

The roofing only had the frame so anyone using the overpass on a rainy day would have to use their umbrellas for cover. The MMDA had removed the roofs of many overpasses to discourage vendors and beggars to set up on the overpasses. Spared from the campaign were overpasses that were secured by establishments like those along Katipunan with Ateneo and along Espana with UST. While there are no vendors or beggars on this overpass, it’s quite obvious from the photo that vandals have been busy defacing the facility.

IMG08948-20140721-1421Many open overpasses like this are stinky because they are (ab)used as urinals. Who knows about the composition of these puddles aside from the rainwater during this wet season.

IMG08954-20140721-1433The overpass smelled of poop and that’s simply because there were poop scattered along the overpass. Neglected facilities like this, despite being used by many people (its right in front of a big public school) to cross busy streets like Espana, are often used by vagrants as toilets. Quick thinking and action by one of our staff reduced the stink when he got some soil from the (also neglected) plant boxes in the area to cover the feces that littered the overpass.

This overpass is located in Manila and is probably used by hundreds of students from the public school beside it aside from the other pedestrians that need to cross Espana Avenue. I think there is an opportunity here for the City of Manila and the specific barangay to improve the conditions of the facility and ultimately contribute to improving quality of life through the improvement of the quality of walking – the most basic of all modes of transport and certainly a strong indicator for a city’s health and vibrance.

The inconvenience of pedestrians

Walking is our most basic mode of transport and yet it seems that we have failed to design facilities that would make us walk more conveniently and comfortably. Many Philippine cities have been developing their transport systems that favor road transport and motorized vehicles while generally neglecting the needs of pedestrians. Metro Manila cities have been quite inconsistent in the way they deal with the needs of pedestrians (i.e., walking) and often pass on the blame to the DPWH. While that agency also is definitely responsible with a lot of issues pertaining to suitable designs of transport infrastructure, I think LGUs should also be responsible and take up the challenges with respect to design of people friendly facilities. There are a lot more local roads than the national roads under the DPWH. And so LGUs, especially the more developed cities have a bigger role in developing their transport infrastructure to be more people oriented.

2014-06-26 12.22.40This overpass along EDSA is the outcome of pedestrian crossings being only an afterthought (some would say aftermath) of the EDSA MRT design. It is an example of the “pwede na yan” (this will do) attitude of many engineers and architects when it comes to transport systems.

All of the above examples are found in Quezon City. That city is among the most wealthy cities in the country and there have been a lot of transport-related developments in the past few years that are more people oriented. These include the construction of sidewalks, overpasses and underpasses outside those typically under the MMDA. However, there are still a lot to build and may I say correct in order to promote walking and other non-motorized transport in the city. Quezon City and other cities can be walkable cities and walkability should not be limited to CBDs that are often (and again) passed on to the private sector for development. LGUs should not be too dependent on what the private sector can offer in terms of infrastructure for walking and cycling. There are not many responsible private companies out there who would commit resources towards walkable and cycling-friendly developments. Often they are tempted to maximize space for buildings, even sacrificing space for parking and motor vehicles, and ultimately at the expense of the general public. This is where LGUs, and not even national government, comes in to put things into order. However, the caveat here is that LGUs should have a plan to guide them in development and again, there are few LGUs that have this capability and capacity to plan and implement such plans. And here is where national agencies like the DOTC and the DPWH can provide help to LGUs given their resources and expertise.

Designing for walking and cycling

There are current discussions regarding the highway and street designs mostly from the perspective of safety. These discussions include those hosted by the academe and those posed as challenges by practitioners, mainly architects with experience designing similar facilities abroad and who are advocating for more people-friendly designs. Such discussions are slowly but steadily gaining traction in the Philippines but has met with some resistance in the form of key persons and agencies not giving due attention to the design challenges being posed that would have implications on planning and design guidelines. That is, the implications of promoting people-friendly designs in our roads will require changes in the National Building Code as well as the Highway Planning Manual of the Department of Public Works and Highways (DPWH). These changes will include standards and specifications for the geometric design of walkways and bikeways integrated into our roads and a departure from the current approach that basically treats pedestrian and cycle facilities as an afterthought to motorways.

I’m posting a few photos I took from a recent visit to Yokohama, Japan, which was my home for 3 years back in the 1990s. Much has changed in Yokohama since I last visited in 2008 but notable are the people friendly transport infrastructure including pedestrian and cycling facilities. Following are photos taken in the Minato Mirai district of the city.

More pedestrian facilities please!

I took a couple of photos one  late afternoon on a weekday on my way home. I wanted to have a picture of typical jeepney overloading during the afternoon peak. Typically, jeepneys would allow “sabit” or passengers hanging from behind the jeepney. This practice is actually prohibited and carries a fine if jeepney drivers are apprehended. And that is usually a big “if” considering enforcers turn a blind eye to the practice especially during peak periods when it is difficult to get a ride.

I also happened upon an opportunity to take a photo of the overloaded jeepney together with pedestrians walking along the walkway at the roadside. Though the photo was not so clear, it captured the image I wanted with people opting to walk while others took a risky ride on a jeepney. The cyclists in the photos were just bonuses and added to the visual of alternatives for mobility.

Walking remains as the mode of transport with the highest share when all modes, motorized or non-motorized, are compared. While there is a strong clamor from cyclists for bikeways and for cycling to be taken up by more people as an option for commuting, the reality is that cycling is not really for everyone. It is a viable and healthy mode but should also fit in a hierarchy of modes. Most people walk and walking should be encouraged over distances where it is most suitable. Facilities for walking need to be provided and properly designed so that people can walk safely and most efficiently like the example in the following photo taken during another weekday late afternoon.

Local governments help promote walking by making sure sidewalks are provided and clear of obstructions. Perhaps walkability can be used as an indicator or parameter for a city to be qualified as livable and true to the advocacy of sustainable transport. Walking should be encouraged to promote healthy living as it incorporates exercise in our daily routines. More people walking should also increase awareness for the advocacy for clean air and help initiatives to improve air quality, particularly efforts to reduce harmful emissions by motorized vehicles. Thus, it is not difficult to understand how investing in pedestrian facilities and promoting walking is not a smart move and a beneficial one for any politician’s constituency.

Swapang! or the perils of walking

Walking to the jeepney terminal for a ride to the university, I was irritated by the constant honking behind me as motorcycles rode up the sidewalk to avoid the weaving into congested traffic along Aurora Boulevard. And so I tried to stand my ground allowing only  half the space of the sidewalk for these motorcycles to pass through. As far as I’m concerned, I was already too generous giving part of the space that is for pedestrians and not for motorized traffic. Still, there were a few motorcyclists who seem to think they had the right of way as they attempted to convince me give up more space so they could practically take over the sidewalk. I didn’t give way and assumed they were cursing me inside their helmets. Manigas sila! I thought that in the end, sila ang asar at talo in this situation, not me.

At one point, I held my ground and didn’t give way to the motorcycles behind me [Advisory: This is not for everyone especially those who are “pikon” or who are looking for a fight.]. I knew my rights and I was walking on the pedestrian sidewalk. Unfortunately, a bicycle came along and I gave way only because I also appreciated cycling and understood that pedestrians and cyclists are sort of “kindred spirits” in a world dominated by motorized transport. The bicycle was immediately followed by two motorcycles including one that almost sideswiped the cyclist. I took the photo above  to better show the situation.

The other day, I chanced upon a similar situation as I was driving in heavy traffic along Amang Rodriguez in Pasig City. What little space was available for pedestrians along a narrow sidewalk along this road connecting Marikina and Pasig cities.

These cases are clear examples of swapang attitude or behavior that is prevalent among many road users. Unfortunately, these are not apprehended or accosted by traffic enforcers. The latter seem to be more engrossed with number coding and swerving violations, anyway, that they seem to have forgotten all the other traffic violations that included this brazen behavior of motorcyclists. Perhaps enforcers should go back to the basics and take more notice of all those other violations (e.g., speeding, counter flowing, beating the red light, beating the green light, etc.) to improve and promote discipline on our roads.

Walking and parking in Quezon City: Tomas Morato

Continuing on the series featuring pedestrian and parking facilities in Quezon City, featured in this post is the case of Tomas Morato Ave. Like Visayas and West Avenues, the pedestrian sidewalks and off-street parking spaces along the avenue were constructed to address the lack of off-street parking facilities and sufficient pedestrian walkways along streets that had significant commercial development. It should be noted, however, that the lack of parking spaces is due likely to many establishments not complying with the minimum standards set under the National Building Code and City Hall’s approval of plans and construction despite this non-compliance (note: LGUs issue the building permit upon approval of plans including what is supposed to be a review of compliance to various standards.).

Space was relatively more limited along Morato and so much of the spaces available were allocated for parking. Pedestrians, thus end up walking along whatever remained or along the edge of the carriageway.

From a purely transport planning perspective, one wonders how these establishments were able to get approval from City Hall without having enough parking slots for their customers. These are not your neighborhood turo-turo or karinderya types and so they will generate a lot of vehicle traffic and require more parking spaces in addition to the token slots they provide.

Morato-4The off-street parking spaces definitely benefited traffic as road capacity is not reduced by on-street parking. There are still problems though especially during noon and night time when the restaurants generate traffic resulting to some vehicles parked or standing along the street.

There are still issues concerning the construction of parking spaces for establishments who have not complied with building standards (minimum parking spaces). These issues are rooted on the use of public funds that otherwise could have been used for other, perhaps more important purposes such as healthcare or classrooms. However, one should not lose sight of the fact that there are benefits derived from these parking spaces from the perspective of traffic flow. Moreover, the inclusion of pedestrian facilities definitely enhance safety. These are benefits which are often quite difficult to quantify in monetary terms but contribute to better quality of life for the general public. Such projects also show that the city is doing something to improve public facilities unlike the cases of other LGUs that have sufficient revenues but seem to be lacking in the provision of similar infrastructure.

Some issues on walkability in the Philippines

I have written about walking in the past (No Car? No Problem!), and it was mainly about a personal experience I had commuting home one evening. At the time, I had already made the observation that we are generally lacking for pedestrian facilities. We do have sidewalks but most are too narrow for the typically high volume of pedestrian traffic. In cases where there are sufficient width or space, sidewalks are often occupied by vendors. In commercial areas, establishments also have a tendency to encroach on pedestrian space thereby constricting the walkways. This is the predicament in most, if not all, Philippine cities and the result is often that pedestrians are forced to walk along the carriageway, using space that is supposed to be for motor vehicles and effectively causing congestion due to the reduced road capacity. Such are issues pertaining to walkability that touches mainly on the safety, mobility and accessibility aspects of walking.

In rural areas and particularly along national highways, there are practically no pedestrian facilities unless one considers highway shoulders as appropriate for walking. As such, one will most likely find people walking along the shoulders or, should it be the wet season and these shoulders happen to be muddy, along the carriageway. It is not uncommon also to see children walking along the highways since many schools are located along the roads. Such situations often put children at risk, thereby magnifying their vulnerability to becoming victims of road crashes.

Another vulnerable group are senior citizens, who, despite their age, can still be very active and are entitled to mobility just like any person. They, too, deserve facilities that will keep them safe from risks such as wayward public transportation or reckless drivers and riders. Then there are also those who are physically-challenged, people with disabilities who, despite their physical limitations, also have the right to move about. In fact, there are laws with provisions requiring public facilities to be designed according to the needs of persons with disabilities (PWDs). Sadly, pedestrian facilities in Philippine cities generally do not incorporate ramps, guides and other devices that would allow for efficient movement of PWDs.

Crossings are also a big issue considering the statistics of pedestrian involvement in road crashes. Of course, there are two sides of the coin here where, on one hand, hard-headed people still cross at inappropriate locations or say at street-level when there is an overpass or underpass nearby. Such incidences of jaywalking are quite prevalent in urban areas, betraying a lack of discipline that is often in combination with weak traffic enforcement. On the other hand, there are pedestrians crossing along designated locations like zebra crossings but are placed in harm’s way as motorists do not give way.

Heading to the airport last Maundy Thursday to fetch my wife, I took Marcos Highway and saw the many people walking to Antipolo Church, a popular pilgrimage site for Filipino Roman Catholics during the Holy Week as well as the month of May when the feast of Our Lady of Peace and Good Voyage is celebrated. They came from all over Metro Manila but mostly from Pasig, Cainta, Marikina and Quezon City.  It was around 10:00 PM and due to the Holy Week, there were very few public transport (and vehicles in general) along the highway, which is a major corridor to the east. Most of them had to walk along the carriageway considering the ongoing construction work along Marcos Highway for a major drainage and pavement project. Considering the volume of people, they has practically occupied one lane (the outermost) of the highway. Fortunately, because there were few vehicles, the people didn’t have to worry much about being sideswiped as they walked.

I could imagine a similar case along Ortigas Avenue, which is along the original way to Antipolo Church. Perhaps there were even more people walking along that road considering that it passes through densely populated areas of Mandaluyong, Pasig, Cainta and Antipolo as well as the avenue being most accessible to people coming from Taguig, Makati, San Juan and Manila. The Way of the Cross along Ortigas Avenue has been enhanced with the construction of stations along the route that can be used as guides, especially by those who are unfamiliar with the pilgrimage. That way is also wanting for pedestrian facilities and often sidewalks are ill-designed and may even have electric posts impeding the flow of traffic.

To me, the solution to such issues on walkability is quite clear and does not require more than common sense. Obstacles along walkways, for example, need to be removed to ensure that there will be space for walking and ensuring smooth traffic flow. The MMDA deserves a lot of credit for waging an aggressive campaign during the time of Bayani Fernando, when he implemented a “sidewalk clearing” program that effectively returned space to pedestrians that were taken from them by vendors and establishments. The latter mostly did so in violation of the building code that is quite common in most downtown areas. Electric posts also need to be relocated and such may be coordinated with power/utility companies who are responsible for their installation.

On the technical side, there is a need to revisit design guidelines, if any, pertaining to pedestrian facilities. The National Building Code actually has provisions for designing sidewalks but there are none, to my knowledge, about designing overpasses and underpasses. There are no criteria currently being used to determine, for example, the suitable locations for overpasses and to estimate their capacities based on the principles of traffic flow. This, considering that there are actually level of service (LOS) criteria for walkways and other facilities catering to pedestrians. These design guidelines should clearly incorporate safety and accessibility so that the resulting facilities will be for the inclusive use of all.

On the enforcement side, there is nothing new and no surprises that the recommendation would be to have firm, consistent and aggressive enforcement of traffic rules and regulations. For this I may sound like a broken record but it only goes to show that we have not progressed much in this aspect of traffic management. The ningas cogon approach must go and programs should also be directed against those impeding pedestrian flow (e.g., vendors setting up on overpasses) as well as those whose behavior endanger pedestrians (e.g., reckless, undisciplined drivers).

I am optimistic, though, that with the combined efforts of many advocates for road safety, we may eventually be able to improve walkability in most cities in this country. For one, there are already several LGUs who have programs with a vision for them to be a walkable city. Among these are Marikina and Makati in Metro Manila, and San Fernando in La Union. More will hopefully follow the examples of these cities and, who knows, one day perhaps we can walk safely wherever and whenever we wish to do so.
