Unlike many capital airports including Malaysia’s Kuala Lumpur International Airport and Bangkok’s Suvarnabhumi International Airport, Ninoy Aquino International Airport does not have rail or mass transit access. It will eventually have rail access via the currently under construction Metro Manila Subway. The airport construction in Bulacan should also have transit access in order to make it more accessible to passengers and other airport users. Railways will provide an alternative to road-based transport that would probably require much road space and likely lead to congestion just like what we experience around NAIA at present.

The journey to PHL’s railway renaissance

Here is a quick share of an article on railway development in the Philippines. It certainly took a while for railway development to get underway with considering rail transit would probably had a major impact on commuting particularly in Metro Manila and highly urbanized cities like Cebu and Davao that require mass transit systems to alleviate congestion.

The article though doesn’t contain a narrative on the journey but rather only a summary of the rail projects that are currently being implemented as well as those in the pipeline. It would be a nice to have a more historical approach to this so-called journey so we can have an objective look at what happened to our railways from the 1970s when its decline began until the last few years when a so-called renaissance came to be.

On “levelling-up” on fare collection

I found this article on how Japan Railways East (JR East) plans to upgrade its Suica card so passengers don’t need to swipe them at the stations. That will mean practically seamless entries and exits at the stations and perhaps the elimination of most queues related to this part of rail operations. Here is the article published on Medium:

To quote from the article:

“You can currently use Suica to pay for goods and services at around 2.26 million locations in Japan. However, JR East has only issued around 31.47 million mobile Suica cards. That lags behind the two most popular cashless payment options — PayPay (66 million) and d-Barai (63 million).

The move comes as transportation cards, long a staple of travel inside of Japan, seem to be going out of style. More train companies are introducing QR code and credit card touch payment options, making the one cutting-edge technology obsolete.”

I have a Suica card as well as others like it from Bangkok, Kuala Lumpur and Singapore. Suica has really been a convenient way to pay transport fares as well as to purchase items such as drinks or snacks particularly at train stations in Japan. We are not yet at the level of the Suica card of more than ten years ago but there are lessons to be learned here in case we finally have something like it and others that make travel or commuting easier.

Railway construction at Clark

While at Clark, we also traveled along the perimeter road to see for ourselves the state of the railway construction there. The North South Commuter Railway (NSCR) is supposed to stretch from Clark in Pampanga to Calamba in Laguna once completed. Here are some photos I took along the Clark perimeter road.

The NSCR construction is very visible from SM City Clark. So far, there is no work on the section that will cross Clark Freeport’s main gate.

Project information including safety record

A lot of people are already looking forward to the completion and operation of the NSCR. This will be another game changer as the services have the potential to change the way people in Bulacan, Pampanga and Laguna commute especially those residing in these provinces and have work or school in Metro Manila. One can classify them as ‘super commuters’ considering the distances they need to travel between their home and their workplaces or schools.

Increase in parking rates at NAIA

A friend shared this notice about the increase in parking rates at NAIA.

Parking at any of the terminals has been quite difficult if not horrendous. Everyone seems to be bringing their car to the airport for pick up and drop offs as well as leaving them for a night or more while traveling abroad or somewhere in the country. And then there are those who park there because the rates are supposed to be cheaper than the hotels and mall around the airport (e.g., the case of Terminal 3). Will the increase in the rates discourage unwanted or unnecessary parking? Perhaps not because people are still quite dependent on cars as their primary mode in and out of NAIA.

Access to the airport remains road-dependent. Granted there are many options like ride hailing, airport bus and taxis, these are all road based. They share the same roads that are often congested. The tollways are not enough to ease traffic in the area, which aside from airport generated trips include those from offices and industries in the area.

Too long has the need for a rail access for the terminals and government has failed to provide it. It would at least have engaged private sector for this provision but it took so long. Perhaps the Metro Manila subway will change that but we have to wait a long while to find out.

Conventional vs. hi tech – the case of train tickets

Here’s an interesting (for me) read on something we usually assume could be improved by means of technology – transit fare collection:

To quote from the article:

“So what went wrong? Some experts say that JR East’s major fault was forcing a cutover to online and automated systems before those systems were ready for prime time.”

As with others like this that seek to ‘disrupt’ the conventional or status quo, a hastily implemented system will likely face trouble and a barrage of complaints from users. This would be especially true if the current-old system is already efficient and requires only minor tweaking or improvements and an abrupt phase out or scale down of the old is not necessary.

On air quality in subways

I saw this article on Wired and immediately read it as the topic to me was interesting. I have been using when I lived in Japan in the 1990s and in Singapore in 2010-2o12. I have used the transit system in many other cities including in the US and Europe. And so the topic of air quality in subways (particularly the stations and inside the trains) got my attention. I guess this is not entirely an issue for ground-level and overhead systems like what most of Lines 1, 2 and 3 and the PNR are. Only Line 2 has one underground station (Katipunan Station) and perhaps has that issue. Here is the article about the air in subways:

To quote from the article:

“The big unknown is whether all of this particulate matter is actually causing health problems for people. Millions of commuters use metro systems, in many cases for multiple hours a day, five days a week, for years on end. And thousands of transport workers spend even longer in the tunnels. But there are no widespread signs of severe or acute health problems among these populations, even if pollution levels in subways exceed recommended limits. Could there be more subtle, chronic effects, however—impacts on lung, brain, or heart function?”

 

Indeed, metros or subway systems have been operating for over a century and so far there is limited that we know about the health risks concerning their use by passengers. But this is something to keep in mind as the Philippines builds its first subway line in Metro Manila. The depots and the situation of workers thought may be a different matter. I recall one of my colleagues at the university doing a quick study of the Line 3 depot, which is underground (i.e., underneath the Trinoma Mall), and measurements showed the air quality to be quite bad. Imagine working there and being exposed to that everyday. Those conditions merit further study but require immediate action to improve working conditions considering the impact to health.

On Metro Manila having one of the worst transit systems in the world

This is a follow-up to the previous post on the UC-Berkeley Study. Here is an example of how media featured the study outcomes:

I didn’t see whether there was a response from government. These studies end up as features and nothing more if these do not prompt or push authorities to act on the problem. Even experts from academe or industry are reduced to being commentators or even pundits providing context, assessments and opinions, even recommendations that are perceived to fall on deaf ears. Perhaps government is already desensitized about these issues and will just trudge along at its own pace? In the end, it is the commuters mostly taking public transportation who continue to suffer and lose productive time to their daily travels.

Old rail timetable to Antipolo

I found this on the internet – a timetable or schedule for trains bound for what are now destinations in Rizal (e.g., Antipolo, Taytay, San Mateo and Montalban). Pasig and Marikina used to be part of Rizal province with the capital at Pasig (thus, Kapitolyo).

From the schedule, one can see that the main line was between Manila and Pasig (Rosario). From Rosarion, the line branched out towards either Antipolo or Montalban (now Rodriguez). Certain trains like Nos. 41, 45, 47, 51 and 56 terminated in Antipolo while others at Montalban. Again, one cannot help but wonder what if these lines were sustained and still operational (of course, upgraded) today. Commuting would have been different for many of us residing in Rizal and along these lines.

On “beautiful” train stations

Here’s another article I am sharing that presents a list of some of the world’s most beautiful train stations. I say some because in my opinion, there are many others that we can consider beautiful according to various criteria and preferences. After all and as they say, beauty is in the eyes of the beholder.

I’ve seen many of these stations particularly the ones in the Netherlands, Australia and the US. The wife also sent me photos of other stations in her travels in Europe and the Americas. But there are many else to include in the list depending on your taste. Southeast Asia has many though perhaps for restoration. Japan definitely has many classic and contemporary/modern designs. And Central Asia should also have many that can be compiled into a list. I wonder what we can include or if there’s something in the future to look forward to in the Philippines.
