Here are a couple of references/resources for pedestrian and cycling safety. These are guidelines and countermeasure selection systems that were developed under the Federal Highway Administration of the US Department of Transportation:

These guides are designed to be practical and should be helpful to practitioners/professionals, policymakers as well as researchers. These would be people looking for references to use in designing or revising (correcting?) existing conditions or situations in order to enhance safety for pedestrians and cyclists who are among the most vulnerable of road users.

Are there initiatives to construct something like this in the Philippines?
There are but quite scattered. At the local level, cities like Marikina, Iloilo and Pasig have initiatives here and there though Marikina probably has a more comprehensive program with the bikeways network. At the national level, DPWH is supposed to be engaged with iRAP and the WB for road safety assessments and formulation of site specific and general treatments.
Quezon City has painted bicycle lanes all over the city. Have you heard of any initiatives like these from the LGU?
QC is supposed to have a masterplan for cycling that includes their bicycle network. I think they engaged one of the bike groups to help them with this.
